The country is expected to have a new government in april, with parliament expected to announce a new session to elect the president after mid-march. On sunday, parliament opened its third nomination for office after the federal court's latest three-day decision.
according to article 76 of the constitution, the president (after his election) assigns the candidate of the largest bloc to form a government.
there are indications of a high chance of a second term for incumbent prime minister mustafa al-kadhimi.
parties from the shiite "coordination framework" are considering putting forward the name of former prime minister haider al-abadi.
the "tripartite alliance", which includes sadrist movement, sunni forces and the kurdistan democratic party (kdp), has intensified its dialogues over the past two days.
the day of the president's election.
"on the 10th day of the parliament's opening of the nomination for president, the council can hold a session to choose the president," said abdessalam barwari, a member of the kurdistan democratic party (kdp).
under article 76 of the constitution, the formation of the new government is within "15 days of the date of the presidential elections."
parliament voted at saturday's session to reopen the nomination for president, following a judicial decision to annul the list of second candidates.
"after the three days of receiving the names of the candidates, parliament will take another three days to scrutinize, and three more for official and judicial bodies to examine the names, and the next day parliament can announce the day of the vote," said barwari, a former member of the kurdistan parliament.
in a statement issued last saturday, parliament stipulated that the presidential candidate should be:
1. iraqi by birth and from iraqi parents.
2. full eligibility and full forty years of age.
3. he has a good reputation and political experience and is known for his integrity, integrity, justice and loyalty to the nation.
4. his academic achievement should not be less than the initial university degree recognized by the ministry of higher education and scientific research in iraq.
5. not sentenced to a crime against honour.
6. they are not covered by the provisions of the accountability and justice act or any procedures that replace them.
last weekend, parliament set a date for resolving the issue of presidential candidates, in the centre of the puk boycott.
a series of decisions and interpretations by the federal court, the country's highest judicial authority, have disrupted the formation of the government for at least two months from its previous times, most notably the exclusion of hoshyar zebari, the country's most prominent presidential candidate.
"the tripartite alliance is in a permanent movement around independent groups in parliament to get the two-thirds majority needed to pass the president," he said.
al-kadhimi, the current prime minister, is "one of the strong names to be prime minister again," the former mp said.
al-kadhimi became prime minister at a sensitive time in the country's history that followed the resignation of former prime minister adel abdul mahdi following the october demonstrations that began in 2019.
coordination framework plan
on the other hand, some parties to the "coordination framework" say they are still able to disrupt the president's selection session by "one-third of the time."
last month, the federal court's interpretation gave the "co-ordination" the opportunity to stop voting on the "president" after requesting two-thirds of the seats in parliament in the first vote.
"national stability, a new bloc supposedly led by former prime minister nouri al-maliki, will be announced within the next 72 hours," sources from within al-mada's coordination said.
the announcement of the supposed bloc, which mainly includes the coordination framework, was postponed for more than a week, with the announcement expected last thursday.
"national stability will include the puk as well as some sunni forces," the sources said.
according to the sources, the bloc, which will be announced soon, will have more than 130 seats, which means securing a third of the disabled.
the "coordination" appeared in an unenviable position at last saturday's session, after only 62 deputies objected to the reopening of the presidential nomination, compared to 203 in favor of the resolution.
"what happened is a political tactic so that not all the seats in the coordination framework will be revealed," the sources said, adding that after the bloc's announcement, "we will make new negotiation rounds to form a consensus government."
"the new bloc is expected to open the sadrist movement on monday evening with the number of seats and the identity of the parties involved," the sources said.
