The Kurdish economic expert, Kovind Sherwani, said that "the Federal Court held the relationship between Baghdad and the region in the oil file."
Sherwani explained; For the “Unannounced” program broadcast by Al-Furat satellite channel tonight, that: “There is a great controversy in the decision of the Federal Court regarding the region’s oil, and the judicial authority in the region rejected the decision and considered it a political nature.”
He added, "Article 112 of the Region's Oil Law has caused many problems and a change in interpretations, and coordination is now very weak between the region and the center regarding the oil file, and the postponement of solving the oil and gas problem further exacerbates the crisis between Baghdad and Erbil."
Sherwani concluded, “The deduction of the region’s oil receivables in the past was through the region’s share of the budget, and the region’s share of the budget was up to 10%. As for the nature of the contracts signed in the region, it differs from the southern governorates, as its fields are discovered, unlike the region’s fields based on the principle of partnership.”
He continued, "It is better to resolve matters between the center and the region, away from other pressures that perfume the peace of relations," blaming the rhythm of political changes "the responsibility to influence a lot on resolving the oil crisis between Baghdad and the region, and the political dispute has become today the focus of the oil issue with the region."
Sherwani said that "it is difficult to transcend the contracts concluded with foreign companies in the region, and there is an international company that issues a quarterly report on the quantities of oil exported from the region."
With regard to the Kurdistan region’s contract to export gas to Turkey, Sheriwani explained, “We should not underestimate the volume of natural gas in the region, and there are 20 trillion cubic feet, most of which are invested in power plants, and the possibilities of gas export in Iraq are problematic in the coordination of the federal government.”
He went on, "The head of the regional government announced that part of the oil would be compensated for the center and not gas, and Iraq with the region does not exceed gas production in which 150 trillion cubic feet, and Dana Gas announced in its last report that the region's production of 700 billion cubic feet of gas in the region may reach within a year to 1000 billion cubic meters, and the numbers presented in the media are incorrect.”
