Al-Sadr wants to prevent those accused of corruption and officials from running for the upcoming early elections

Baghdad / Tamim Al-Hassan
Dozens of the Sadrist movement's supporters began filling out a petition to "dissolve parliament" that was published by the movement's leader Muqtada al-Sadr last week, in preparation for sending it to the Federal Court.
Al-Sadr had given the judiciary this weekend to decide on his request to "dissolve parliament" and assign the President of the Republic to announce new early elections.
The leader of the current did not reveal the subsequent steps in the event that the case was "rejected", as happened in similar cases brought to the Federal Court soon.
However, circles close to the current suggested in an interview with (Al-Mada) that if the legal and constitutional contexts fail to dissolve Parliament, the "solution will be a comprehensive revolution."
The word "revolution" was repeated by the Green Zone Friday preacher in the last prayer of Sadr's supporters in front of Parliament, where he said: "The current revolution will draw the features of the upcoming political situation in Iraq."
He also emphasized in another place in the sermon delivered by Muhannad Al-Moussawi that: "The revolution is a glimmer of hope and an opportunity to save Iraq from corruption."
According to current circles, “Parliament either dissolves itself or the Federal Court decides that to bypass the constitutional deadlines in choosing a president and forming a government, or the people will do that task!”
Those circles stressed that "the Prime Minister and the President of the Republic cannot remain as a caretaker until 2025 (the end of the current parliamentary session)."
Those close to al-Sadr refused to reveal more details, but they confirmed that: "The revolution (referring to the movement of the Sadrists) has begun and will not be extinguished except with change."
Some indications had indicated that al-Sadr's supporters could expand the protests to locations outside parliament to achieve the goal of dissolving the parliament.
Since the Sadrist movement's decision to storm the Green Zone, al-Sadr began trying to expand the protest front once by calling on the civil movement, and once for the mobilization and the framework audience.
In the last post of the leader of the movement, he said, surprised by the framework's audience: "You did not support us in order to save the homeland, which was captured by occupation, terrorism and corruption."
And he added in a "tweet" on "Twitter" hours after the demonstrations called by the "Coordination Committee" before they turned into an open sit-in: "Our hands are extended to you, the fans of the framework without its leaders, let's try to fix what has been corrupted."
The "minister of the leader" who is close to al-Sadr had published last Wednesday, a model of a lawsuit to dissolve parliament, including "summoning the three presidencies" and "setting the president of the republic as a date for early elections."
Last Wednesday, al-Sadr tweeted, in response to those calling for the constitution to dissolve parliament: "They will not succumb to the people's demand (and he means the political forces)."
And the leader of the movement indicated in his tweet on “Twitter” that the dissolution of Parliament is not limited to that,” referring to Article 64, which gives two ways for a solution: either through the executive authority, or dissolving Parliament for itself.
Al-Sadr called on the judiciary to take up that task “within a period not exceeding the end of next week” (it ends after 4 days).
He also said, "During this, the revolutionaries will continue their sit-ins... and they will have another position if the people are failed again."
With regard to his talk about holding early elections, Al-Sadr said in the same tweet that this procedure will be conditional: "A number of conditions will be announced later."
Regarding these conditions, the movement's circles point out that it is not possible to hold new elections that "bring the same results as last year's."
Sadr's circles speculate that the latter will stipulate: "A precise filtering of the candidates for the elections will ensure the removal of those involved in corruption cases, and prevent the nomination of officials during the service, such as ministers and governors."
The leader of the movement, Sabah Al-Saadi, said in a television interview that: "The decision to dissolve is coming, and there will be no change in either the election law or the Electoral Commission."
And the Federal Court had previously rejected a case filed by the Communist Party and the Umma Party for Parliament to exceed the constitutional deadlines in forming the government, which may expose Al-Sadr's efforts to the same fate.
The court explained in early August that it rejected the case because: “It was previously decided on its issue based on the decision issued by the Federal Supreme Court No. (23 and its unit 25 / Federal / 2022), according to which the issue of exceeding the constitutional periods was dealt with and the non-implementation of what was stated in Article (72 /). Second / b) of the Constitution.
The court’s statement at the time indicated that: The previous court decision stressed the election of the president of the republic within a short period that is commensurate with the will of the constitutional legislator and the supreme interest of the people, which necessitates completing the formation of the federal authorities within the benefits stipulated in the constitution, and since this ruling was related to the application of Article (72/ Second / b) which means that the plaintiffs’ suit is obligatory to respond in the form of a ruling on its subject matter.
Article 72 of the Constitution/Second (B) stipulates that: “The President of the Republic continues to exercise his duties until after the end of the elections for the new House of Representatives and its meeting, provided that a new President of the Republic is elected within thirty days from the date of the first session of the Council.”
However, the Iraqis are widely circulating a former televised meeting with the head of the Judicial Council, Faeq Zeidan, in which he talks about the proposal of “penalties for exceeding the constitutional deadlines,” which may be a road map for resolving the crisis.
Zaidan says in the meeting that in the event that the House of Representatives is unable to elect the President of the Republic: "I suggest that there be penalties... and the penalty is the dissolution of Parliament without the parliament's approval."
Zaidan said: "The prime minister submits a request to dissolve parliament with the approval of the President of the Republic, provided that the last decision is subject to appeal so that this right is not used arbitrarily."
The cost of the “tyremen” sit-in
In addition, the coordination framework is still committed to the demands of forming a government before discussing the dissolution of Parliament, and it pushes its supporters to achieve that demand in a procedure that may be costly.
An informed politician told Al-Mada: "The framework's decision to stage a sit-in in front of the Green Zone gate will be politically and security responsible."
The politician, who asked not to be named, affirmed that "the framework from where it does not know will participate in disrupting the political situation and increase the chances of the current Prime Minister Mustafa Al-Kazemi's survival."
The politician also points out that: “Most of the tire crowd are from the PMF factions, and keeping them costs the country security, as some units will have to sit near the suspension bridge and leave their security positions.”
Audio clips circulated on Friday (not verified by an independent source) show the voice of one of the Asa'ib leaders trying to mobilize for the recent demonstrations on the green walls.
The owner of the registration states that the demonstrators will receive "three meals and free transportation, in addition to 25 thousand dinars for each person."
According to the well-informed politician, "The Badr Organization and the Hezbollah Brigades did not participate in the demonstrations, in exchange for the participation of the Dawa Party, Asa'ib, and the Movement of Wisdom.
