    [size=45]Parliament rules out deciding the presidencies of its permanent committees starting next week, based on the same mechanism by which ministries were shared between the State Administration Alliance, which is the electoral weight and points mechanism.[/size]
    [size=45]This comes at a time when the opposition blocs in Parliament demanded that they be given the chairs of important and influential committees so that they can fully exercise their role in evaluating executive performance.[/size]
    [size=45]The deputy of the State of Law coalition, Atwan Al-Atwani, stated that “the resolution of the committees involves two things. The first is the inclusion of new MPs who came, either after the resignation of the Sadrist bloc or after some MPs were hired, in parliamentary committees, relying on specialization and competence.”[/size]
    [size=45]Al-Atwani continued, "The second matter is to resolve the elections of committee chairs, according to the electoral merits of each bloc in the House of Representatives."[/size]
    [size=45]He stressed, "The possibility of accomplishing this matter during the next week, and there is an agreement between the political blocs on the need to support the House of Representatives with all it needs, especially in terms of the work of parliamentary committees."[/size]
    [size=45]In addition, a member of the Al-Fateh Alliance, Ayed Al-Hilali, confirmed that "the permanent committees within the parliament will be distributed according to the prevailing custom for the previous sessions, based on the points system for each political bloc."[/size]
    [size=45]Al-Hilali continued, "This issue has not been scheduled until the present time, but it can happen in the coming days and does not depend on parliament sessions, as it is decided internally in the committee itself."[/size]
    [size=45]He pointed out, "These committees will be representative of all components of the Iraqi people, in proportion to the manner in which ministries were distributed among Shiite, Sunni and Kurdish political forces."[/size]
    [size=45]Meanwhile, Kurdistan Democratic Representative Sharif Suleiman said that "the chairs of the committees and other outstanding issues were mentioned in the document of the political agreement concluded with all the coalition blocs in the coalition of state administration."[/size]
    [size=45]Suleiman added, "The political parties are in agreement on all these points, including the process of distributing committee chairs, which will happen soon."[/size]
    [size=45]He pointed out that «the process was somewhat delayed, as it is linked to the distribution of ministries between the political blocs, and after we finished the process of forming the government, we will go to the stage of distributing committee chairs».[/size]
    [size=45]Suleiman stressed that "the committees are doing their work at the present time, and the presidency is managed by the oldest members, and these committees have submitted a number of projects and proposals for laws that are currently on their way to legislation."[/size]
    [size=45]He stressed, "The distribution of committee chairs would help increase confidence that the political agreement paper is on the right path."[/size]
    [size=45]Suleiman continues, that «the distribution of the presidencies will be according to the mechanism by which the government was formed, which is that each bloc gets its due according to its seats in Parliament».[/size]
    [size=45]He noted that "everyone agrees to run the state on the basis of balance, consensus, partnership, adherence to laws and the constitution, and the determination of rights for all components of the Iraqi people."[/size]
    [size=45]Suleiman concluded, "The political blocs agree on the need to strengthen the work of Parliament and to exercise its activity, and this is by installing the chairs of the committees and seeking to implement the ministerial curriculum by enacting the laws that include it."[/size]
    [size=45]On a related level, the independent MP Haider Al-Salami spoke about the “desire of the opposition movements within Parliament for some important and influential presidencies; So that she can perform her duty to the fullest.[/size]
    [size=45]Al-Salami added that "granting the opposition the presidency of important committees such as the Integrity Committee can lead to important and real results in terms of monitoring executive performance."[/size]
    [size=45]He believed, "Giving the blocs that have ministries in the government chairs the committees is unreasonable, and in this way we will repeat the previous experiences that prevented Parliament from carrying out its duties."[/size]
    [size=45]The Iraqi Council of Representatives exercises its work in two ways, the first through the sessions attended by all members, and the second through the committees in which the representatives are present, each according to its competence.[/size]
    [size=45]At the beginning of its current session, the House of Representatives voted for the presence of 25 permanent committees, namely, legal, financial, security and defense, integrity, oil, gas and natural resources, foreign relations, services and construction, electricity and energy, economy, industry and trade, investment and development, strategic planning and federal service. Health and environment, regions and governorates not organized in a region, transportation and communications, culture, tourism, antiquities and media, education, higher education, agriculture, youth and sports, work and civil society organizations, migration, displaced persons and community reconciliation, martyrs, victims and prisoners, human rights, endowments and clans, women and the family and childhood.[/size]
    [size=45]It is noteworthy that the Second Deputy Speaker of the House of Representatives, Shakhwan Abdullah, said in previous statements that "the House will form committees it deems necessary at this stage, which are additional or new committees, and will also activate the permanent committees."[/size]
    [size=45]Abdullah added, "The committees will have a major role in activating the oversight and legislative role of the parliament and carrying out its real tasks and supporting the work of the other permanent committees in parliament."[/size]
    [size=45]He pointed out, "There are necessary committees and there are ministries and institutions in the government. The oversight side requires that the committees be parallel to their number, such as the Federal Service Council, which needs to have a committee in the House of Representatives that is the watchdog and helps the work of this institution, as well as other requirements."[/size]
