[size=45]The Finance Committee in the House of Representatives reported that the draft budget will soon reach Parliament, confirming that most of its paragraphs are prepared in advance as they are related to the operational side, noting that the ministerial curriculum is concentrated on the investment aspect agreed upon between the political forces.[/size]
[size=45]Committee member Representative Jamal Cougar said, “The Federal Financial Management Law No. (6) of 2019 stipulates that the government submits a draft budget law to the House of Representatives no later than October 15.”[/size]
[size=45]And Cougar continued, “The government of Muhammad Shia al-Sudani was formed after this date, and this means that it is impossible to adhere to the timings of the Financial Management Law.”[/size]
[size=45]And he pointed out, “Expectations indicate that sending the project will not be delayed any longer, because the staff responsible for preparing the budget is the same one who currently manages the budget, and we single out the Minister of Finance, Taif Sami.”[/size]
[size=45]Cougar noted, "Sami was responsible for the budget, and she is fully aware of all the financial situation of the Iraqi state, and the budget will not be difficult for her."[/size]
[size=45]He explained, "The budget is divided into two parts, the first is operational and the other is fixed," stressing that "the operational budget is almost fixed, with minor changes to it, which is the largest part."[/size]
[size=45]Cougar stressed that “the ministerial curriculum will be included in the majority of its paragraphs in the investment budget,” stressing that “all indications show that the law reaches the House of Representatives before the end of this month.”[/size]
[size=45]And he reported, “The House of Representatives last week extended its legislative term by one month because it expects the budget law to arrive as soon as possible.”[/size]
[size=45]And Cougar concluded, “The law, once it reaches Parliament, does not enter, by virtue of the constitution, into recess until it is completed with its approval.”[/size]
[size=45]For his part, another member of the committee, Representative Atwan Al-Atwani, stated that “Parliament is optimistic that the budget will be approved as soon as possible.”[/size]
[size=45]Al-Atwani added, “There is a political paper agreed upon by everyone, as it is the ground from which the blocs start to approve the budget.”[/size]
[size=45]And he stated, "The law will not be delayed for long in parliament, and the deputies will support the government's needs in terms of funds and allocations to carry out service projects."[/size]
[size=45]Al-Atwani concluded, "Iraq will not repeat the experience of not having a year without a budget, and there is insistence on approving the law in accordance with the requirements of the current stage and supports the government's orientations that were expressed in the political platform voted on by the House of Representatives."[/size]
