Abadi government to address the challenges of large ministries vacant
09/10/2014
After more than four months on the thirtieth of April elections and a day before the deadline constitutionally able Prime Minister Haider al-Abadi to provide his government to the House of Representatives. The session of parliament who voted on the government's brimming with features we can say it is one of the peculiarities of Iraqi politics, in a way unique to the privileged. It gave Abadi government inlaid vacancies, and especially to keep the defense portfolio and the inner bag without the Minister with the administration and other ministries acting in what seems to be becoming a tradition inherited from the previous government of Prime Minister Nuri al-Maliki.
As noted by observers that three of the most powerful men of Iraq are al-Maliki himself and former House Speaker Osama Najafi and former Prime Minister Iyad Allawi appointed Vice Mrasamyin to the President of the Republic Mrasima note that these are considered poles basic factors in shaping Iraqi politics and would be surprising to hand over the roles of a protocol or ceremonial.
But the lights and the world's attention focused on the new prime minister, who bravely agreed to chair the Government of the tasks ahead of serious and significant challenges. Abadi and asked parliament to give him a week to enable him to persuade the acceptance of the political blocs nominated by the Ministries of Defense and Interior.
And outside the corridors of Parliament and the rooms in which the negotiations on the vacant ministries waiting Abadi, hundreds of thousands of citizens who are displaced by the militants organizing the Islamic state "Daash" since it invaded large areas of Iraq last June. The looks of these citizens who have lost their belongings and left their homes to the government that is able to end their plight and bring them back to their homes liberated from the clutches of Daash.
In addition to the security threats that lie in wait for the unity of Iraq, there is a file that marred the national relations during the last period distrust extends its effects to the threat of the social fabric itself. Abadi also awaiting a thick file of outstanding issues between the federal government and the Kurdistan Regional Government, which Amhilth three months to achieve their demands.
To get an idea of the magnitude of the challenges before Abadi that addressed quoted by the Associated Press about the symbolic Mardini, an expert on Iraqi Foundation Atlantic Counsel Atlantic Council of American Research as saying that "Abadi will face difficulty in achieving anything because it will probably be on the defensive all the time."
For example, but not limited to, said a member of the Kurdistan Alliance Hassan Jihad Radio Free Iraq that the era of Al-Abbadi will not differ much from the previous stage, describing the Kurds representation in government Palmtoada miss without reference to the government program that did not include the demands of the Kurds.
He believed Jihad said the government Abadi came emoticons previous itself at all levels, including the institution of the presidency while the promises Abadi Petrhik government and ministers chosen on the basis of competence and qualifications went unheeded, and expected to be a conflict over the government of this strong conflicts sharply in the next phase.
Summed Kurdish politician Hassan Jihad urgent tasks required of Abadi implemented at home to face the risk of Daash through the cemented national unity and mobilize energies popular and responding to the demands of the Sunni-majority provinces which he said was neglected in the past, especially the issuance of the amnesty law and amend the law of accountability and justice and regionally restoration of Iraq's relations with countries in the region after that caused the previous policies in isolation from the regional natural surroundings, expressing his conviction that the first months will be difficult for the Prime Minister.
Leader of the coalition National Hamid al-Mutlaq considered that the government's success depends on meeting them among the demands of interest to the Iraqi citizen in his daily life, such as security, services and living conditions and an end to political sectarianism, along with other demands associated achievable component of the Sunni such as a general amnesty and accountability, justice and the confidential informant, etc..
Al-Mutlaq acknowledged that what is meant by Abadi and his government is not easy, and a great responsibility, stressing the need to provide the political will to implement the commitment made by the Prime Minister.
Member of a coalition of state law, Ihsan al-Awadi pointed out that the government won the confidence of Parliament Abadi agreement of all the political blocs to begin with stage work and resolve the big issues, saying that the new government, the government hopes that the big hang out for everyone to achieve their aspirations.
But al-Awadi, he added that the government is voted on by the Parliament is not a perfect government, especially as some of the blocks insisted on the nomination of the names despite the lack of efficiency, as he put it.
Al-Awadi said that it is futile to launch speculation about the performance Ministerial It is essential that the assessment is the starting point of the concrete vision for this performance on the ground, but "the outlook is not at the required level," as he put it.
Political analyst Jassim al-Moussawi, went to the government Abadi reflect the balance of regional powers more than the expression of the balance of internal forces and thus the success of al-Maliki in the solution files and security policy and the economy would go a long way in changing the attitude of many of the countries that suffered frustrated about the Iraqi political scene, calling Prime Minister to turn the page on the previous stage and open a whole new Dish.
He predicted al-Moussawi said Abadi be a prisoner of the formulas in the previous work and the consequent consensus imposed by the government administration can not move as fast as commensurate with the size of the task and the difficulty of the situation in Iraq.
Professor of political science at Baghdad University, Anwar al-Haidari description came as government Abadi is also the product of a compromise Mhassat ministers imposed by the government presumably with incomplete and significant obstacles stand in its way and therefore the government, they can not make much headway either in home or abroad.
Academic and saw Anwar al-Haidari said that the most that can be achieved is to stop the degradation Abadi employ personal skills in dealing with the various factions, wondering whether these blocks is ready to work with a strong prime minister.
He said al-Haidari, said a radical change occurred in the domestic political arena after the control of the forces on the regions of Iraq are not the forces represented in parliament, and therefore, the required studies deep for this situation and the parties that can deal with the demands in these areas, while in charge of the file's foreign policy is not known so far in the absence of a clear definition of the roles of the Ministry of Foreign Affairs and the Prime Minister and the Foreign Relations Committee in Parliament.
President of the Center for Strategic Studies and confident Hashemi described the government Haider al-Abadi as a new version of the old Governing Council at the time of the American occupation n came teeming falconry without the presence of technocrats, but party leaders in sensitive positions is probable that and find Abadi difficulty in achieving harmony between the members of this crew to agree on a single vision .
And at the level of foreign policy, the President of Center for Strategic Studies and confident Hashemi need to employ broad international support that befell Abadi to pursue a foreign policy that smart open, especially with regional players senior such as Saudi Arabia, noting the start of such a move with Turkey through ongoing contacts between Baghdad and Ankara, Turkish Prime Minister Ahmet Davutoglu.
