The Iranian apothecary intervenes once again to convince al-Sadr, and the framework faces internal opposition

Baghdad / Tamim Al-Hassan
“Attar” - the description used by the leader of the Sadrist movement, Muqtada al-Sadr, in referring to Iran - returns in a new attempt to bring the latter closer to the coordination framework.
Tehran has been sponsoring, according to political sources, the recent mediations with the leader of the movement, which has been in retreat since last summer, in conjunction with the imminent adoption of a new election law.
It seems that part of these arrangements is taking place against the consent of some of the "framework" parties, who believe that the leader of the movement wants to fly alone in the political scene.
The movement, in turn, has so far denied this news, but the Shiite coalition says that the mediations are taking place in an “undeclared” manner and have reached advanced stages.
Likewise, the events of last Monday, which accompanied protests against the “St. Lego” law, and the ambiguity of what happened in the “Turkish restaurant” after that, may accelerate measures to “contain the chest.”
The coordination framework remained throughout the period of the withdrawal of the leader of the Sadrist movement from the scene of forming the government, anxiously awaiting the return of Sadr's fans to the street.
The postponement of Parliament in its last session, discussions of amending the election law for the second time within 3 days, was a clear example of Shiite fears of the Sadrists' rise to the top of the crisis.
Regarding the discussions taking place within the coordination framework regarding the election law and preparation for the next stage, informed sources indicate the existence of what they called the “internal opposition.”
This opposition within the Shiite coalition is led by Ammar al-Hakim, leader of the Wisdom Movement, and Haider al-Abadi, leader of the Victory Coalition, and other parties may join them.
These parties meet at some points with the positions of the leader of the Sadrist movement, who hinted on a small scale that he rejects the attempts to abolish the multiple constituencies law.
These sources told (Al-Mada): “The internal opposition agrees with reconciliation steps towards al-Sadr, and perhaps with a law mediating between St. Lego and the various circles.”
Al-Hakim said last week during a meeting with his supporters in Baghdad: “A fair law must be legislated,” in the context of his talk about the election law crisis.
This opposition had taken a turn to rapprochement with al-Sadr and not to provoke him throughout the political crisis last year that preceded the formation of the government of Muhammad al-Sudani.
On the other hand, Nuri al-Maliki, the leader of the State of Law, and to a lesser extent, Qais al-Khazali, the leader of Asa’ib, works to “not exaggerate in obtaining al-Sadr’s approval.”
Al-Maliki, despite his announcement earlier near the end of the dispute with the leader of the current, it seems compelled to do so because of Iranian pressure.
According to the leaks, al-Maliki and some of the “framework” parties are not enthusiastic about reconciliation, because al-Sadr may not be satisfied with the partnership and wants to “fly alone in the political process.”
The sources also convey information about “a renewed Iranian desire not to anger al-Sadr and to drag him back into the Shiite ranks.”
Iran had failed in several attempts last year to persuade al-Sadr, and sent Ismail Qaani more than once to the leader of the movement - the latter revealed a single meeting he had with the commander of the Quds Force -.
Al-Sadr had repeatedly criticized what he called the “Attar’s Recipe,” a term used by the latter in reference to Iran’s continuous interference in forming governments in Iraq after 2003.
The sources say that "the mediations have reached advanced stages, and there is sitting at the table with leaders of the Sadrist movement."
However, according to those close to Al-Hanana, where Al-Sadr is based in Najaf, they assure (Al-Mada) that “there is no communication with the coordination framework, even in the matter of discussing the election law.”
More than a week ago, Hassan al-Athari, the head of the Sadrist bloc, who had resigned from parliament and was close to al-Sadr, re-posted a previous tweet banning al-Sadr's supporters from participating in al-Sudani's government.
Part of the post that was published last October, and Al-Athari republished it, says: “Anyone who participates in their ministries with them unjustly, aggressively and disobeys for whatever reason does not represent us at all.
And the tweet, which was published by Saleh al-Iraqi at the time, quoting al-Sadr, adds, "Do not be surprised at that, for there are efforts that are not hidden to satisfy the current and silence the voice of the homeland.
You may read the republishing of the tweet, which came at the time, in the wake of attempts to win over the Sadrists and give them positions in the new government, with the renewal of those attempts.
Informed sources close to the Shiite alliance justify the Sadrists not disclosing these meetings, at least because of their “secret, which involves concessions on both sides.”
The “framework” had leaked information about mediation led by Muhammad Reda, the son of the reference, Ali al-Sistani, to bring al-Sadr and al-Maliki closer.
Sadrists in the vicinity of green!
The successive attempts to reconcile with al-Sadr come with news of the movement’s supporters participating in demonstrations on Monday against the election law that adopts “St. Lego.”
On the evening of the recent demonstrations, information was leaked about the control of the Turkish restaurant in central Baghdad, which was one of the symbols of the October protests in 2019, by the Peace Brigades - the military arm of the movement.
According to what the sources say, "these leaks are inaccurate and the one who broadcast them is the Sadrist movement itself as a pressure card on the coordination framework," stressing that the building "is under the control of the Federal Police."
Leaders in the Saraya had also denied the occurrence of clashes between the faction and members of the crowd security - as was leaked on some electronic platforms - while trying to control the restaurant.
"The restaurant is under joint protection between the Peace Brigades and the Federal Police," Saraya al-Salam spokesman Mortada al-Bahadli said in a statement.
Pictures were spread on Monday evening on social media, showing what was described as the spread of the Peace Brigades in and around the Turkish restaurant overlooking the Tigris River.
This happened during the parliament session and the presence of the protesters against “St. Lego” on the other side of the river, near the walls of the Green Zone.
According to what was circulated in parliamentary circles, the new postponement of discussing the election law is due to fears of an escalation of the crisis and the flow of Sadrists to protests or storming the government area, as happened last year.
Protesters said, according to statements made to the media, that "the postponement is not the end... We will return next Saturday," which is the new date set by the House of Representatives to discuss the law again.
Within the parliament, MP Muhammad al-Ziyadi says that "there are no major changes that will occur from the version that was presented on the election law, and St. Lego will remain."
Al-Ziyadi, a member of the Regions Committee, one of the committees responsible for the law, confirmed to (Al-Mada) that “the changes that can take place are about adopting the ratio of the winning votes to 1.9 or 1.7 and separating the local elections law from the legislative.”
The deputy also indicated that there are discussions about “whether the counting and sorting operations take place in every polling station, or after the boxes are transferred to the main center in each governorate.”
Parliament decided in its last session to postpone the discussion of the law until next Saturday, after it was forced last week to cancel the session due to the objection of about 70 independent deputies to the new version of the law.
