In its fourteenth regular session held on 4/4/2023, the Council of Ministers decided to approve the recommendations of the Diwani Order Committee (23032) and to approve the controls for selling plots of land and residential homes to their occupants (Yazidis) in accordance with Cabinet Resolution (364 of 2022) and as follows:
1. The beneficiary must be of Iraqi nationality, Yazidi religion, residing in Iraq, legally occupying one of the residential floors or lands in the residential complexes indicated in Paragraph (1) of Cabinet Resolution (364 of 2022) and registered in the records of the Ministry of Migration and Displacement.
2. The housing units shall be treated as one unit if it is divided into units after being occupied or occupied by more than one heir of the original occupant.
3. The beneficiary covered by the provisions of this decision owns one real estate.
4. The Nineveh Governorate shall provide the authority responsible for implementing the decision with a list of information regarding the occupancy of the residents in the compounds in question and the occupancy documents in the complexes prepared by the United Nations Organization and the United Nations Human Settlements Program (Habitat) in coordination between them and the Directorate of Municipalities of Nineveh Governorate / Urban Planning.
5. The residential real estate should not be built on land designated for public benefit (schools, health services, kindergarten, public road, police station, playgrounds, gardens, etc.), or it belonged to self-financed public sector departments, or it was allocated for the official purposes of a government agency.
6. The land on which the housing units are built does not include archaeological sites registered in accordance with the law.
7. The authority responsible for implementing the decision shall obtain the necessary approvals for ownership from the sectoral authorities, ensuring that there is no objection to ownership in accordance with the law, and that the beneficiary is not included in the legislative decision (120 of 1982).
8. The Ministries of Finance, Agriculture, Construction, Housing, Municipalities, and Public Works shall take the necessary legal measures to change the different uses of lands on which the floor is built in residential complexes, each according to its specialization.
9. Extinguishing the Directorate of Nineveh Municipalities of the dispositional rights on real estate burdened with the dispositional rights of third parties in accordance with the law, including Legislative Decree (184 of 2002) and obtaining the opinion of the State Real Estate Department according to the jurisdiction regarding the share of the Ministry of Finance.
10. The Ministry of Construction, Housing, Municipalities and Public Works, based on the request of the Municipality Directorate concerned with the real estate site, shall request the removal of the hand of agricultural reform from the Ministry of Agriculture in accordance with Article Five of the Law (Tanking Amiri Lands located within the municipal boundaries to administrative units (municipalities) No. (80 of 1970) ) regarding the lands to which the aforementioned (paragraph 9) applies, as well as the case for lands owned purely by the Ministry of Finance and other ministries, including the municipality, which (its gender is agricultural) exclusively to remove the hand of agricultural reform from it, and the beneficiary authority disposes of it in accordance with the law.
11. The entities that own the lands in question shall submit to the Nineveh Municipality Directorate an inventory of the lands, and whether they are allocated or encumbered with rights within (30) working days from the date of approving the controls.
12. Applications shall be submitted within (90) working days from the date of publication of the announcement regarding the implementation of this decision, which will be issued by the Directorate of the Municipality of Nineveh Governorate and published in various media outlets in accordance with the law.
13. The requests shall be settled within (180) working days from the date of finalizing the procedures, fulfilling the requirements related to real estate, inventory procedures, changing the use, and removing belongings from it.
14. It is prohibited to dispose of the real estate subject of the research (5 years), and this shall be indicated in the real estate registration records.
15. The ownership mechanism is by sale at the value estimated by the estimation committees in accordance with the provisions of Articles (7, 8 and 40) of the amended Law of Sale and Lease of State Funds (21 of 2013), and as an exception to the provisions of public auction.
16. The sale price shall be amortized in accordance with Cabinet Resolution No. (28 of 2020).
17. The Ministry of Finance shall prepare the necessary financial allocations for the implementation of this decision, including allowances for extinguishing dispositional rights, amounts to be deposited in the trusts account with the competent court, and the costs of surveys for urban planning in the municipalities of Nineveh and other competent municipalities necessary.
18. The Nineveh Governorate will form a higher committee to follow up on the implementation of Cabinet Resolution (364 of 2022), and the Nineveh Municipalities Directorate will be the main body responsible for its implementation.
19. Each interested party may object to the decisions issued by the titling committees in accordance with the law.
The Council of Ministers approves the allocation of plots of land by the Ministry of Finance to the General Company for Petrochemical Industries
The Council of Ministers decided, in its fifteenth regular session, held on 11/4/2023, to approve the amendment of Paragraph (2) of Cabinet Resolution (23080 of 2023) to include the transfer of ownership by the General Company for Iraqi Ports of plots (1, 2, and 3/17) Destructive, and the Ministry of Finance transferred areas from plots (1, 2, and 3/16) Kuraia Al-Dheeb, according to the decree, with a total area of (4,500) dunums, to the Ministry of Industry and Minerals / the General Company for Petrochemical Industries, to allocate them to exclusively establish the Nibras Petrochemicals project, based on the provisions of Article (40). ) of the Law on the Sale and Lease of State Funds (21 of 2913, as amended), and the amortization of the sale allowance according to Article (46) of the Federal Financial Management Law (6 of 2019), as amended.
The Council of Ministers approves changing the name of Al-Furat Petrochemical Industries Company in the Ministry of Industry and Minerals
In its fifteenth regular session held on 11/4/2023, the Council of Ministers approved the approval of changing the name of the Al-Furat General Company for Petrochemical Industries and Pesticides to (Al-Furat General Company for Chemical Industries). (3/First) and (4) of the Amended Public Companies Law (22 of 1997).
The Council of Ministers approves funding the Civil Aviation Authority to contract with the International Finance Corporation
In the fifteenth session held on 11/4/2023, the Council of Ministers decided to approve the financing of the Ministry of Finance, five hundred thousand dollars, to the Civil Aviation Authority to contract with the International Finance Corporation / Aviation Sector (IFC Aviation Sector) to prepare an economic feasibility study for the development and rehabilitation of Baghdad International Airport, and an exception The contract with the aforementioned institution is one of the instructions for implementing government contracts (2 of 2014).

In its fifteenth regular session, held on April 11, 2023, the Council of Ministers decided to approve granting donors of plots of land to build schools and investment plan projects for ministries all additional personal degrees for appointment over the degrees resulting from deletion and creation; encouragement to them.

In its fifteenth regular session, held on 11/4/2023, the Council of Ministers decided to approve granting the Ministry of Education the private Bahloul British International Schools (LBBIS) in the capital, Baghdad, an establishment license; Based on the provisions of Article (4/First) of the private and foreign education system (5 of 2013), provided that the aforementioned leave is issued within the months of (May or June) based on Article (7) of the aforementioned system.
The Council of Ministers agrees to amend the lending ceilings for the Iraqi Housing Fund
The Council of Ministers decided, in its fifteenth regular session, held on 11/4/2023, to approve the increase in the ceilings for the loan amounts for the Iraqi Housing Fund and its duration, and to amend them according to the following:
1. Increasing the ceiling of the lending amount to be (60,000,000) dinars, sixty million dinars for the center of the capital Baghdad and the centers of the governorates and its districts and districts, based on the provisions of Article (4 / first / d) of the aforementioned Fund Law No. (32) of 2011.
2. Amending Paragraph (Second) of Cabinet Resolution (55 of 2019) to become as follows:
The period of lending shall be (15) years for borrowers from employees of the home country whose salaries are insured on the amount of the loan granted to them by the Iraqi insurance company.
3. This decision shall be implemented from the date of its issuance.
This decision came to reduce the burden on the citizens in line with the economic conditions of the country and pursuant to the Iraqi Housing Fund's greater contribution to solving the housing problem within the framework of the reconstruction plan pursued by the government.
The Council of Ministers approves the recommendation of the Ministerial Council for Human Development regarding the long-term strategic plan regarding the effectiveness of the workforce and its performance capacity
The Council of Ministers decided, in its fifteenth regular session, held on 11/4/2023, to approve the recommendation of the Ministerial Council for Human Development, according to the following:
1. The Federal Public Service Council is guided by the database located in the Ministry of Labor and Social Affairs / Department of Labor and Vocational Training for the unemployed, who number (1,589,556) unemployed, as this base includes holders of certificates in various specializations and those who do not have a certificate in order to accommodate them and create job opportunities for them to mitigate unemployment and improve their economic and living conditions.
2. Creating a national program to raise awareness and introduce the importance of inclusion in the retirement and social security law for workers, which targets the youth group to secure decent job opportunities for them and reduce the tendency towards government jobs.
3. Increasing the number of nurseries for children in order to increase women's participation in the labor market, which amounts to an increase of (10.6%), based on the provisions of Article (92) of the Labor Law, by establishing nurseries in projects in which women work, in order to allocate loans granted for this purpose only.
The Council of Ministers approves the recommendation of the Ministerial Council of Economy
In its fifteenth regular session, held on 11/4/2023, the Council of Ministers approved the recommendation of the Ministerial Council of Economy to continue implementing Cabinet Resolution (214 of 2020) confirmed by Paragraph (1) of Cabinet Resolution (463 of 2021), with the imperative of adhering to the permissible load. For each truck, and in the event that the load exceeds the permissible limit, the truck is unloaded from the excess load and a fine is imposed on the exceeding truck, according to the provisions of Article (14) of the Public Roads Law (35 of 2002).
