    A spokesman for the Ministry of the Interior gave a comprehensive description of the phenomenon of begging in Iraq, confirming that it had declined slightly after the inclusion of more groups in social welfare salaries, but he talked about the presence of children from well-to-do families, children of soldiers and other employees, and he also acknowledged the responsibility of the security forces for the leakage of foreigners into Iraq to practice begging. .

    Major General Khaled Al-Muhanna, spokesman for the Ministry of Interior, said in an interview conducted with him by colleague Khitam Al-Gharawi, followed by “NAS” on Friday (35 August 2023), that “some beggars are arrested dozens of times, because after one of them is released from prison or detention, he returns to the street, and the state does not The availability of an alternative, the beggar does not reach this state suddenly, but the environment in which he lived brought him to what he is, and therefore as soon as he gets out of prison he returns to this environment or incubator, and he will only find what he used to do.  
      
    He added, “The homeless are time bombs in the street, and they are fertile projects of terrorism and crime. Therefore, we are working on creating infrastructures to shelter them in cooperation with the concerned authorities in this matter, since this is not directly related to the Ministry of Interior, and the reality is that beggars and vagabonds are not entirely the responsibility of the Ministry of Interior, but rather we are a link in the chain of confronting this phenomenon. Unfortunately, these roles and structures are not fully prepared to embrace these groups.”  
      
    He continued, “There are some infrastructures in Iraq that shelter them, but they go back to the seventies, so we will not be able to eliminate this phenomenon unless we can provide an environment different from the existing environment of the beggar and the homeless, and the issue of foreigners begging and their illegal entry into Iraq and the practice of this act, is responsible the interior directly.  
      
    And he added: “I would like to make a very important point, which is that the expansion of the coverage of the social welfare network has helped reduce the percentage of beggars and homeless people in Iraq in general, and human trafficking gangs whose face is begging is different from the phenomenon of begging, and these gangs are upon us to reach them and eradicate their roots from society, and we have arrested 6 groups in Baghdad.”  
      
    He pointed out that “there are well-to-do families who push their children to beg, out of greed and the structural imbalance of the family socially. And this is what we said about him that it is the decline of morals, and we have arrested some of them and it turned out that their fathers are employees or military personnel, and here the law holds the heads of these families accountable through the legal articles related to exploitation.”  
      
    He stressed that “the punishment may reach the point of taking away parental guardianship, but I go back and repeat that this matter needs to prepare the governmental role, and this role does not create the right social environment to contain these children or the homeless.” Especially since there are no specific numbers for the number of beggars because these groups are not socially fixed and cannot be limited to a specific list.
