Kamal Kirkukli, the head of the Kurdistan Democratic Party’s organizations in Kirkuk Governorate and the Garmian region, revealed on Monday the decision to reopen the party’s headquarters in the governorate, pending a decision from the leadership of the party led by Masoud Barzani.
Kirkukli said in a press conference held in Erbil: “After the Federal Court’s decision to allow the party’s headquarters to be opened in Kirkuk, we, in turn, are fully prepared and awaiting a decision from the presidency of the Democratic Party to open the headquarters again and carry out our duties.”
The issue of the party's main headquarters, which has been occupied by the Joint Operations Command since 2017, sparked a major crisis over the past month that almost led to an armed conflict between the Kurdistan Democratic Party and its Arab and Turkmen opponents who did not want its return to the governorate, which prompted government forces to intervene and break up the sit-in and demonstration that took place. It was organized by party followers in front of the headquarters to force the authorities to allow it to open, and the friction between the demonstrators and the security forces led to the death of 3 people and the injury of 16 others.
The Kurds aspire to regain their previous influence by obtaining half of the seats in the provincial council during the local elections scheduled for mid-December, but observers’ estimates indicate that this is not possible given the sharp divisions and conflicts between the Kurdish parties, especially between the two main parties (the National Union) and (Kurdistan Democratic Party). They expect the Kurdish votes to be dispersed among the group of competing Kurdish parties, which preferred to run in the electoral experience in the form of individual lists.
Last Thursday, the Federal Supreme Court rejected a lawsuit related to the advanced headquarters (the subject of the dispute) in Kirkuk Governorate, and also canceled a state order it had previously issued requiring a “temporary suspension” of a decision the Prime Minister had issued to hand over the headquarters to the “Democratic Party.”
The ruling was approved without pleading, and thus the representative of the Arab component in Kirkuk, Wasfi Al-Asi, lost his call aimed at preventing the “Democratic Party” from returning to Kirkuk, which means that the path to the party’s return has become clear.
Arabs and Turkmen accuse the Kurdistan Democratic Party of committing many abuses and violations against them, at a time when they completely dominated the governorate, before they lost their political and security influence by October 2017, when former Prime Minister Haider al-Abadi led the campaign to impose the law. In the governorate, a few days after the announcement of the secession referendum organized by the Democratic Party, the results of which were in favor of the secession process.
