The Special Needs Department in the Authority is awaiting the enactment of its law to begin new instructions and cooperate with the relevant ministries, and determine the tasks that fall on each of them in areas such as education, higher education, and scientific research in enabling access to education in public and private schools and universities.” The percentage of people with disabilities is high in Iraq, estimated according to unofficial statistics at about 13 percent out of a population of more than 40 million people, and this percentage is increasing in light of the continuing causes such as traffic accidents, loose weapons, the wars that Iraq has witnessed, and so on. The Iraqi government guarantees their minimum rights, while the Iraqi government and the Iraqi Council of Representatives are subjected to major criticism for “neglecting” the file of people with disabilities and not paying attention to them.[You must be registered and logged in to see this link.]
