    At a time when the government is demanding the implementation of the law, it is still obstructing the implementation of the previous parliament’s decision to remove foreign combat forces from Iraqi territory, due to the lack of need for them on the one hand, and ending the forms of occupation represented by the military bases and the American embassy in Baghdad, in light of the illegal and official presence of their continued presence inside the country.

    Military barracks need a government position in order to end their presence, in conjunction with popular and political support from all components, given the legal violation in the presence of these forces, which the government uses as an excuse to call them “military trainers and advisors,” and this is what contradicts reality through the combat columns and continuous flights from the embassy ( Diplomatic barracks) in Baghdad. 
    *Unrealistic justifications 
    Speaking to this file, the Victory Coalition describes the presence of American combat forces in Iraq as unofficial and illegal, despite it being classified or justified in many ways, while stressing that the so-called military advisors and trainers are fundamentally unrealistic justifications.   
    Coalition spokesman Salam al-Zubaidi said in an interview with the Maalouma Agency, “The United States of America has violated all the provisions concluded within the strategic security agreement between Iraq and America,” noting that “all military bases that contain combat forces are in violation of the security agreement and international law.” .  
    He continues, "There is unity of political decision among all components regarding the country not needing American military combat forces in Iraq," pointing out that "the government is required to move toward concluding new agreements that end the American presence inside the country."  
    Al-Zubaidi concludes his speech: “Removing the American forces will end all the interventions that Washington is undertaking in many files,” adding that “the so-called military advisors and trainers are fundamentally unrealistic justifications.”

    *Benefit lost 
    In addition, Qasim Al-Gharawi, a member of the Summit Center for Strategic Studies, wonders about the benefit of American military bases for Iraq? While he stressed that the government of former Prime Minister Mustafa Al-Kadhimi has strengthened the combat and military presence inside the country.   
    Al-Gharawi said in an interview with the Maalouma Agency, “The Iraqi forces have demonstrated their ability to repel security threats, especially the victory over ISIS terrorist gangs,” noting that “there is no need for the continued presence of American combat forces inside Iraqi territory.”  
    He continues, "The government is required to conclude new agreements that reduce or end the American combat presence in the military barracks or the embassy in Baghdad," pointing out that "the reality indicates that there is no real benefit to the continuation of the American military bases in Iraq."  
    He adds, "Iraq has the resources and ability to conclude agreements that include many aspects, away from the United States of America," noting that "Washington's continued military presence is causing confusion in the stable conditions inside the country, in addition to the many interventions that the latter is undertaking in Iraqi affairs." 
    The American combat forces present in Iraqi territory continue to violate sovereignty and carry out repeated attacks against official government forces, amid the absence of support from the political blocs demanding the implementation of the decision that the House of Representatives voted on to remove them from the country.
