    Today, Wednesday (January 24, 2024), the Victory Coalition, headed by former Prime Minister Haider al-Abadi, presented the “Disengagement” initiative, as a framework for a solution to the relationship between Iraq and the international coalition.
    A coalition statement received by “Baghdad Today” stated, “In view of the risks resulting from the recent military and security escalation, and the repercussions that could result from it that harm Iraq and the entire region and the world, whether on the legal, economic, security, or political levels, and with our condemnation of any attack that affects sovereignty.” Iraq and lead to the shedding of Iraqi blood. We propose a framework initiative for disengagement on Iraqi territory in order to preserve the highest Iraqi national interests.”
    He stated, "The initiative is a general framework of principles subject to development according to the visions of the parties concerned," calling on "all parties to seek ways out of the crisis instead of escalation that threatens disastrous results for Iraq, its security and stability."
    The Al-Abadi coalition initiative was summarized in 10 points, as follows: 
    1 - Ending the mission of the international coalition forces, as their duties have ended after 10 years of fighting ISIS, according to a road map agreed upon within a specific period. 
    2- Preventing any combat presence of all international coalition forces in Iraq.
    3- Condemn and criminalize any American military or security targeting of any Iraqi individuals and institutions on Iraqi soil. 
    4- Organizing areas of advisory and training cooperation within clear, specific, and binding legal agreements for all Iraqi and foreign parties.
    5- Preventing the use of Iraq as a launching pad for any hostile action against any country, especially neighboring countries, as stipulated in the Iraqi Constitution, and to ensure the neutralization and stability of Iraq. 
    6. Ensuring that Iraq is neutralized militarily and security-wise in regional and international conflicts in which Iraq has no interest, while Iraq is committed to its political and humanitarian duty regarding crucial issues. And to support Iraq in the event that it is exposed to any external aggression or violation of its unity, security and sovereignty by any country. 
    7- Adopting the “Strategic Framework Agreement” as a basis for organizing Iraqi-American relations. 
    8- Criminalizing the targeting of any foreign diplomatic, advisory or economic presence legally present on Iraqi soil.
    9- Supporting the democratic process in Iraq as a basis for the structure of the political system and the formation of authorities.
    10- Support the elected Iraqi governments, and deal with them as the only legitimate government that represents the Iraqi state in its policies and interests, and no party can dispute its sovereign decisions internally and externally.
