Yesterday, Tuesday, the Ministry of Commerce announced the imminent formation of the Consumer Protection Council, while setting five fundamental objectives for the National Product Protection and Consumer Protection Laws.
The Ministry’s spokesman, Muhammad Hanoun, said, “The Consumer Protection Law aims to guarantee basic rights, raise the level of consumer awareness, and prevent every action that violates the rules of importing, producing, or marketing goods or detracts from their benefits or leads to misleading the consumer,” indicating that “the Council Consumer protection is in the process of being formed and is within the powers of the Council of Ministers.”
Hanoun explained, “The Competition and Monopoly Prevention Council was formed, and the Ministry of Commerce is represented in this council through the Department of Foreign Economic Relations.”
He added, “The National Product Protection Law aims to protect Iraqi products from the effects of harmful practices in international trade with Iraq, address the resulting damages, and provide an environment for a national industry capable of competing in local and global markets.”
He added, “The law seeks to achieve its objectives through coordination between ministries, relevant authorities, and their counterparts in other countries and international organizations, by collecting and investigating the necessary information, conducting notifications, and taking the necessary measures to implement the provisions of this law, in addition to submitting proposed recommendations to confront the damages resulting from harmful practices of local producers.” To the Council of Ministers.”
He continued, “The objectives of the law are also achieved by spreading awareness about cases of dumping, subsidies, and unjustified increases in imports and ways to prevent them, and providing advice and training to local producers regarding rights, legal obligations, and procedures to be taken in the event of supplying products to the Republic of Iraq and exporting their products abroad.” .
He continued, “The package of economic laws that was issued in Iraq in 2010, represented by the Iraqi Products Protection Law, the Competition and Monopoly Prevention Law, the Consumer Protection Law, and the Customs Tariff Law, is a combination of economic laws whose texts must be applied.”
He pointed out that “these laws work to control local and global markets, monitor the course of internal and external trade, provide the correct solutions to provide a competitive environment, and provide legal protection for national projects and foreign investments to ensure the arrival of goods that meet the needs of the Iraqi consumer, as well as preventing any defect that may cause harm.” On the market, consumer or industry.”
He stated that “the Ministry of Commerce is working with other Iraqi ministries to adopt a specific methodology in the process of applying the provisions of the law on a number of standards and determinants, and takes into account achieving a balance between the main goal of implementing the decisions, which is to protect the local industry on the one hand, and ensuring the interest of the Iraqi consumer and protecting his rights on the one hand.” Secondly, between achieving fair competition and not creating a monopoly from a third party.”
He concluded by saying: “We are working on the participation of the governmental and private sectors regarding these legislations and what they can achieve in protecting the consumer and supporting the national product.”
