Where is the consumer protection law?

About fourteen years ago, Consumer Protection Law No. (1) of 2010 was enacted, but it has not yet entered into force, as consumer rights have remained violated due to the irregularity of market relations and the absence of regulatory authorities through which it is possible to put an end to the violations of these rights.
The consumer has rights recognized in the market scene since the United Nations adopted in 1985 the four consumer rights (the right to safety, the right to information, the right to choice, and the right to be heard), then added four other rights to them, so that the consumer rights are eight, including (the right to satisfy his basic needs, the right to compensation, the right to education, and the right to live in a healthy environment).
Accordingly, the state that adopts the market economy system guarantees in advance the consumer’s right not to be exposed to risks, as a result of trading products and services within the framework of the structure that establishes the economic system, and also guarantees him the right to be provided with facts related to products and services in a way that enhances his protection from advertisements and product labels that include misleading and incorrect information.
Since the (right to security) is at the forefront of the rights adopted by the United Nations, it is necessary to activate the Consumer Protection Law and establish the Supreme Council for Consumer Protection to put an end to the violations that people are exposed to while obtaining goods and services in local markets, so that the (right to compensation) will support the right to (security) and be a decisive factor to put an end to these violations in accordance with what is stated in Article 6, secondly, of this law, as the consumer has (the right to claim compensation before civil courts for the damage that befalls him or his money as a result of that), and this matter applies to all the repercussions that may be caused by the goods and services that the consumer purchases with the aim of benefiting from them, according to what is announced.
If about 36 percent of the goods flooding the markets are outside the control of the Standardization and Quality Control Authority, according to a responsible source in this authority, then about half of the services provided by the private sector are outside real supervision, and often harm people’s lives, especially the medical services that people obtain from clinics, pharmacies, and examination centers in many areas of Baghdad and the governorates. The main problem here is that the patient, as a consumer, does not know where to go to complain about the harm that has befallen him as a result of inaccurate diagnoses that result in major operations, or the use of medications that harm the patient’s life, or the harm resulting from putting the patient in a cycle of financial drain from one place to another, as a number in a trading deal between the pillars of some medical services sellers.
