    Today, Thursday (February 1, 2024), the Integrity Commission announced that it had monitored violations and failure to take legal measures against the companies implementing two hospitals in Karbala, and cases of forgery and tampering with real estate numbers in the Municipality Directorate and real estate registration in the governorate.
    An integrity statement received by “Baghdad Today” stated that “the staff of the Karbala Investigation Office, which moved to the Public Contracts Department in the governorate’s office, observed violations in the contract for the construction and completion of operating theaters in the medical city in Karbala, which the governorate concluded with two companies at a cost of 17 billion.” And 596 million, 219 thousand and 650 dinars,” indicating “the failure to take the necessary legal measures against the two companies after the malfunction of the doors of the operating theaters and the delay in maintenance of the elevators, in addition to the defect occurring in the systems.”
    He pointed out that “it was monitored that the Projects and Engineering Services Department in the Ministry of Health did not take legal measures against the Turkish company implementing the civil works (architectural, electrical and mechanical) and medical equipment for a hospital in Karbala,” pointing out that “the hospital with a capacity of (400) beds was finally handed over, despite The cessation of devices used to treat cancerous tumors, the value of each device being estimated at more than five million dollars, in addition to the poor performance of the sewage system, the presence of problems in the treatment station, and damage to the hospital building.”
    In the municipal directorates of Karbala, Integrity noted that “tampering and forgery were revealed in the lists of names received from the Ministry of Construction, Housing, Public Works and Municipalities, regarding the minister’s approval to sell residential lands to citizens whose names came from the office of a member of the House of Representatives from Karbala Governorate for the previous session.”
    She pointed out “the distortion of real estate numbers and the deletion and addition of a number of names in the sale process that took place in accordance with Article (25) of the Law on the Sale and Rent of State Funds of 2013. In the municipality of Al-Husseiniyah, tampering was observed in the disbursement of the amounts allocated for the year 2022, and the chairman of the disbursement committee, one of its members, and an accountant... The department forged payment documents for tire maintenance, disbursing rewards, purchasing batteries and tires, and disbursing sums of money without approval and embezzling them.”
    She explained that “the investigation and follow-up work carried out by the team of the Authority’s investigation office in the governorate, which moved to the First Real Estate Registration Directorate in the governorate, discovered that a group of influential people had broken up a large piece of land and bulldozed the palm trees, for the purpose of changing the reality of the land’s condition, breaking it up and selling it,” confirming. The failure of the Department of Agriculture, the Mayor of Karbala Center, the Directorate of Water Resources, and the competent municipal sector to take the necessary measures to stop the process of fragmenting and selling the land.”
