The 618 billion is more important than the 700. What is the reason for this number in Kurdistan’s monthly allocations?

    Baghdad today - Sulaymaniyah
It is hoped that the payments of 618 billion dinars per month to the Kurdistan Region will continue during this year, with the imminent start of implementation of the new budget. On the other hand, the Kurdistan Democratic Party provided an explanation for the number of “618” and its difference from the 700 billion dinars that were paid to the region for 3 months at the end of last year.
Former member of the Parliamentary Finance Committee, Ahmed Haj Rashid, confirmed today, Saturday (February 3, 2024), that the federal government will continue to send an amount of 618 billion dinars to the Kurdistan region during this year.
Haj Rashid told "Baghdad Today", "The amount of 618 billion dinars is allocated for employees' salaries on a monthly basis, but with conditions."
He stated, “The Federal Ministry of Finance has a set of conditions for agreeing to send this amount, including sending the balance of payments and complete employee data, as well as other conditions.”
Rashid pointed out, “This amount will be sent monthly after paying the salaries of employees in the Iraqi governorates, and thus this matter will alleviate the economic crisis in the Kurdistan region, and you will be able to pay the salaries of employees after completing the amount from other revenues that it has.”
On the other hand, a member of the Kurdistan Democratic Party, Wafa Muhammad Karim, explained why this number was specifically determined as “618 billion dinars,” and how it differed from the 700 billion dinars of last year.
Karim told “Baghdad Today” that Baghdad “deducts on a monthly and agreed-upon basis an amount of 320 billion dinars from the Kurdistan region’s share of the budget, and this number represents the amount of the Kurdistan region’s estimated monthly revenues from non-oil revenues,” indicating that “therefore 618 billion dinars remain.” For the region, this amount is part of the region’s share in the budget after a full audit.”
He explained that "the amount of 700 billion dinars is a financial advance that was sent to the region," noting that "618 billion dinars may increase or decrease slightly according to some audit accounts."
On January 14, the Council of Ministers approved financing the Kurdistan region within the federal budget for the year 2024, in the amount of (618) billion dinars for the month of January.
The Kurdistan Regional Government says that the region's share, according to the federal general budget law, amounts to more than 16.6 trillion dinars out of more than 199 trillion dinars, which is the size of the country's tripartite budget.
After the start of the implementation of the budget law, disputes emerged over the financial dues to the Kurdistan region between the governments of the region and Baghdad. As a result of this dispute and the suspension of the export of oil from the Kurdistan region about ten months ago, Kurdistan employees did not receive their salaries for the months of October, November and December of the year 2023, at a time when Baghdad sends... Monthly payments to the region as advances to cover its salary expenses.
