    [size=45]Industrial factories in Iraq have been exposed for long periods of time and throughout successive governments to great neglect. Most of the factories in the governorates are out of service, in addition to suspicions of corruption in their investment deals and rehabilitation operations.[/size]
    [size=45]Experts believe that “the state’s dominance over most industries in previous decades and the lack of a specific policy that protects the private sector prevented investors from setting up huge industrial projects, and the public sector was affected after 2003 and was subjected to sabotage and theft. All of this led to the cessation of the majority of government industries due to the obsolescence of industrial lines.” Production.”[/size]
    [size=45]The spokeswoman for the Ministry of Industry and Minerals, Doha Al-Jubouri, said during an interview with (Al-Mada), that “the Ministry owns (295) factories, of which (104) are suspended,” noting that “since the Minister of Industry and Minerals, Khaled Battal took over his duties, a complete vision for this has been developed.” The factories stopped working, and a committee was formed to study and address their reality.”[/size]
    [size=45]She added, “Most of the stopped factories are old, and according to the studies carried out by the Ministry of Industry, we will know whether it is possible to rehabilitate some factories or not.”[/size]
    [size=45]The Ministry of Industry spokeswoman continues, “The Ministry was able to rehabilitate some factories and return them to service, such as the Babylon Tire Factory, which was opened and currently produces light-duty tires and agricultural tires, as well as the Al-Qaim Cement Factory, which was rehabilitated and opened.”[/size]
    [size=45]As for the factories that the Ministry does not have the ability to rehabilitate, Al-Jubouri explains that “the Ministry went in the direction of partnering with the private sector to have modern, new factories with advanced technology.”[/size]
    [size=45]It is noteworthy that the Iraqi state spent approximately 120 trillion dinars ($101 billion) to rehabilitate public companies for the period from 2005 to 2014, most of which was funded by donor countries and the Ministry of Finance. It failed to prepare effective economic and technical feasibility studies for most of the partnership contracts it concluded with foreign companies.     [size=45]The member of the Economy and Industry Committee continued, “The current Iraqi government has a real intention to restart most of the factories and laboratories and activate them in a real way, especially since there are factories and laboratories that have been paying salaries to their employees for years without any real work or production.”[/size]
    [size=45]The Ministry of Industry had estimated that there were (40) thousand workers (surplus) beyond the ministry’s need, and they took their salaries from the state treasury, amid the presence of many loss-making factories that do not pay the salaries of their employees. According to specialists, many laboratories and factories have become dilapidated, old and backward, and there is no point in re-operating or maintaining them.[/size]
