The Ministry of Industry and Minerals revealed that there are more than 20,000 “fully established” industrial projects, in addition to more than 7,000 other “under construction” projects. It is not eligible for rehabilitation due to the deterioration of its facilities and production machinery, and the Ministry confirmed that it is in the process of establishing modern and advanced production lines through partnership with the private sector.
A spokesman for the Ministry of Industry and Minerals, Duha al-Jubouri, indicated in an interview with “Al-Sabah” that “the total number of laboratories affiliated to the Ministry of Industry and Minerals is 295, of which 191 are still in operation, and 104 of them are suspended, and they cannot be rehabilitated due to the end of their life span, and their machines are out of date.” It is very old,” and indicated that “those suspended factories cannot be rehabilitated, as they will not meet the ambition in terms of the product, nor will they be able to compete with their counterparts in the local markets.”
And she indicated that "the current direction of the Ministry of Industry and Minerals is to establish new, modern and advanced production lines through partnership with the private sector, whether it is (foreign, Arab or local), provided that it has experience and has financial capacity."
She explained, "During the recent conference held by the Ministry of Industry and Minerals, investment opportunities were put forward for strategic industries that include (sulfur, phosphate, fertilizers, and cement), which were put forward - as I indicated earlier - during the conference, and there are offers that were made and will work in partnership with the sector." private".
In her interview with "Al-Sabah", Al-Jubouri counted the number of industrial projects "completely established", indicating that the projects (construction, food, chemical, mineral, and textile industries), distributed among 18 governorates, numbered 20593, while the industrial projects that are still "under establishment" Their number reached 7174 projects.
While the researcher in economic affairs, Nabil Al-Marsoumi, said in an interview with "Al-Sabah", that "there are many factories that have been idle since 2003 and until now, they have not been rehabilitated or even modernized, and they are a group of giant projects that can be revived to form an industrial base." .
He stressed that "there are government steps in this regard to revive some factories, but the Ministry of Industry and Minerals needs financial allocations in order to expedite the modernization and rehabilitation of large public sector factories, because the funds allocated to the Ministry of Industry according to the 2023 budget are less than 0.5% of the financial allocations." .
He noted that today "we need to create an encouraging environment that contributes to the restoration of idle factories, which will play a major role, especially as they are the locomotive of development, and it is not possible to talk about the development of any country if the development of its industry is not talked about, and it must be able to bring about the required change in the oil economy and develop other economic sectors, in addition to providing job opportunities and reducing the job burden on the state.” And he indicated that “this matter requires supportive general policies for these factories that will be established related to trade and customs protection, and providing them with a foreign currency equivalent to the exchange rate.”
