    On Tuesday, Al-Eqtisad News publishes the full decisions of the 21st Cabinet session, held under the chairmanship of Prime Minister Muhammad Shiaa Al-Sudani.
    The Prime Minister’s Media Office stated, in a statement, seen by Al-Iqtisad News, that “Al-Sudani chaired, today, Tuesday, the 21st regular session of the Council of Ministers.”
    He added, "Today, Tuesday, Al-Sudani chaired the twenty-first regular session of the Council of Ministers, in which the general situation in the country was discussed, the topics on the agenda were discussed, and the necessary directives and decisions were issued regarding them."
    He continued, "The session witnessed a review of the results of the report on evaluating the performance of ministries in the field of combating corruption for the year 2023," pointing out that "the Prime Minister directed all ministers to pay attention to the results of the report, and to work on following up on its recommendations and observations and correcting them in the results of the evaluation for the year 2024."
    According to the statement, Al-Sudani directed “to prepare a comprehensive vision and an integrated study on the annual road project in Basra Governorate, attract reputable companies in implementation, and coordinate with Basra Governorate regarding completion and implementation.”
    He stressed "the necessity of re-forming a committee to study the merger of the General Company for Foodstuff Trade and the General Company for Central Markets, provided that the results are presented within a month."
    The statement indicated, “The Council of Ministers continued to consider the file of lagging and stalled service projects, and put in place solutions to complete work on them, as it approved the following:
    1- Increasing the reserve amount for a contract (equipping and implementing two treatment plants in Nasiriyah/Dhi Qar Governorate), and increasing the total cost of the Nasiriyah sewerage project.
    2- Increasing the total cost and reserve amount for the contract (construction of the second corridor of the Ghams-Al-Hamza Junction Road, 62 km).
    3- Increasing the total cost and the amount of reserve for the contract (construction of Haditha Bridge and its approaches).”
    With regard to evaluating the efficiency of general directors and monitoring performance, the statement noted that “the Council of Ministers approved the appointment of (17) general directors in various ministries and state institutions, distributed as (4) general directors in the Ministry of Water Resources, and (3) in the Ministry of Agriculture, (3) in the Independent High Electoral Commission, and (3) in the Military Industrialization Authority, and one general director in each of the Ministries of Electricity and Industry, the Institution for Political Prisoners, and the Federal Office of Financial Supervision.”
    In the context of following up on the implementation and completion of projects to ease traffic congestion, he stressed that “the Council of Ministers approved what was stated in the letter of the Ministry of Construction, Housing, Municipalities and Public Works, regarding the development project (Falaka Al-Fahdah), provided that the Ministry bears the integrity of the procedures related to contracting,” indicating that “the project It includes expanding the road from Falaka Al-Jabha towards Diyala Bridge, to improve traffic and ensure smooth flow by integrating with the bridge project linking Muhammad Al-Qasim Road to the Army Canal Road from the Rustamiya side, in addition to widening the adjacent streets within the route, creating two bridge intersections and organizing the Falaka Al-Jabha.”
    He continued, "The Council of Ministers voted to exclude the Italian company (GKSD) from the registration conditions stipulated in the amended system for branches of foreign companies (2 of 2017), and to approve financing the supply and management contract for the Internal Security Forces Hospital from the budget of the Directorate of Welfare Affairs for the Internal Security Forces, with a guarantee." Implementing the restriction of all revenues that the hospital will receive from its operation as final revenues for the benefit of the aforementioned directorate’s budget.”
    In the field of financial and administrative reform, the statement pointed out that “the Council of Ministers approved the adoption of (the national methodology for good governance standards in Iraq), prepared by the Diwani Order Committee (84 of 2021), based on the provisions of the Constitution, taking into account the observation of the Legal Department in The General Secretariat of the Council of Ministers, not to create a department related to following up on the implementation of good governance adoptions and administrative formations, within the planning departments in the ministries and agencies not affiliated with the Ministry and the governorates, because it conflicts with the government’s vision of reducing and rationalizing administrative structures, and a specialized team, from the Ministry of Planning, the Council of Advisors, and the Program Follow-up Committee, is in charge. The government submits a report every (3) months to the Prime Minister for decision.
    The Prime Minister's Media Office continued, "Within the framework of following up energy projects with foreign companies, the Council of Ministers approved the recommendation of the Ministerial Council for Energy (24035 T) for the year 2024, which includes giving the contractor (the Dutch company Puskas) a period of one working month to sign the contract, starting from the date Issuing a Cabinet decision, otherwise appropriate measures will be taken in accordance with the instructions for implementing government contracts (2 of 2014), adding: “In the same file, the recommendation of the Ministerial Council for Energy (24039 I) of 2024 was approved regarding the supply of gas from (an oil company). Crescent), which includes approval of the findings of the committee formed in the Ministry of Electricity, regarding discussing the price of dry gas to be supplied from (Crescent Oil Company) to the Kirkuk gas power station, according to the details confirmed by the Ministry, and its proceeding with signing the contract with the aforementioned company. Taking into account the opinion of the Legal Department in the General Secretariat of the Council of Ministers, the Ministry bears responsibility for the integrity and accuracy of contractual procedures, in accordance with laws, regulations and instructions.
    In the field of foreign relations, he explained that “the Council of Ministers agreed to provide the Ministry of Foreign Affairs, through an official memorandum, to guarantee the right to open a consulate general for the Federal Republic of Germany in the Republic of Iraq, in the event of a request in the future in accordance with reciprocity, and the issue will be presented to the Council of Ministers at the appropriate time after The German side designated one of the Iraqi governorates as the headquarters of its consulate.
    In implementation of the Council’s approach to supporting the localization of the pharmaceutical industry and encouraging the production of medicines and medical supplies inside Iraq, the statement confirmed, “The Council of Ministers approved the exception of (the National Health Factory) from the provisions of Paragraph (1) of its Resolution No. (23151), related to the classification of pharmaceutical factories and referral controls.” Ministry of Health contracts to it, according to the classification mentioned in the above article.”
    He continued: “The Council also agreed to amend its resolution (24045 of 2023), regarding the Ministry of Industry and Minerals assuming the responsibility of equipping the notary and real estate registration departments with agencies and real estate bonds, in a way that ensures the printing of the needs of the real estate registration and notary departments in all the Ministry of Justice, and not the agencies and real estate deeds (25 ) only, and the General Company for Food Products/Ministry of Industry and Minerals shall undertake to amend its founding statement in a manner consistent with the aforementioned activity in accordance with the law.”
    In the direction of cooperation in the judicial and legal field with friendly countries, he pointed out that “the Council agreed to authorize the Minister of Justice to negotiate and sign a draft cooperation agreement, between the government of the Republic of Iraq and the government of the Republic of Bangladesh, in the field of transferring those sentenced to custodial sentences, based on the Constitution, The Ministry of Foreign Affairs shall prepare the necessary authorization document on behalf of the Government of the Republic of Iraq for the Minister of Justice, in accordance with the approved contexts, and submit it to the General Secretariat of the Council of Ministers to obtain the signature of the Prime Minister.
    He stated that “the Council of Ministers decided, in the field of following up on Iraq’s contribution to international efforts to combat climate change, to retain members of the permanent negotiating delegation for climate change, and not to replace them except as stipulated in the Diwani Order (24115 of 2024), and to secure financial allocations for the participation of members of the permanent negotiating delegation.” to climate changes at the various climate meetings, as well as the annual climate conference, in accordance with the applicable laws, regulations and instructions, and the Ministry of Finance is responsible for financing the amount fixed by the Ministry of the Environment.”
