The Council of Ministers, headed by Muhammad Shiaa Al-Sudani, held its regular session on Monday, during which it took several decisions, most notably compensating the families of the “Haritha Incident” students with a 200-square-meter residential plot of land in Basra, and increasing the pension for insured workers by an amount not exceeding 150 thousand dinars per month.
The Prime Minister’s media office stated in a statement, seen by Al-Eqtisad News, that “Al-Sudani chaired, today, Monday, the twenty-fourth regular session of the Council of Ministers, which included a discussion of the general situation in the country, and a number of files related to the implementation of the government’s programs and plans, in addition to discussing... Deliberate on the topics on the agenda and take the necessary decisions regarding them.”
The statement added, "At the beginning of the session, the Prime Minister recalled the painful anniversary of the attack by ISIS terrorist gangs and their control over the city of Mosul in 2014, and stressed that the plan that was thwarted by the people of Iraq and its armed forces, with all their types, was what was decreed for the misguided gang to prevail in the region, except... The determination of our people, supported by the blessed fatwa of the supreme authority represented by Sayyed Ali al-Sistani (may his life be long), and the solidarity of all Iraqi forces, repelled the attack of evil and liberated the land, with great sacrifices.”
Al-Sudani said, “The great victory achieved over the dark ISIS gangs must push us to work more and continue to bring about an urban development renaissance,” recalling “the sacrifices of the martyrs, members of our armed forces, of all types, and innocent civilians and missing persons,” asking God to May God Almighty heal the wounded of that honorable battle.”
The statement continued, "The Council of Ministers continued to consider the issues on its agenda. It voted to increase the retirement salary for insured workers by an amount not exceeding 150 thousand dinars per month, according to the following equation:
The amount of the increase = ((700,000 - actual salary)(700,000 - minimum salary)) x 150,000, and for those whose retirement salary does not exceed 700 thousand dinars, including the retiree (service and disability), and dividing the amount of the increase due according to the equation, among the heirs entitled to each transaction. Retirement, based on the provisions of Article (44) of the Workers’ Retirement and Social Security Law No. 18 of 2023, according to a statement from the Prime Minister’s Office.
Below is the text of the Cabinet’s decisions for Monday’s session:
The Council approved the recommendation of the Supreme Commission for Coordination between the Governorates (7 of 2024), which includes allocating contract grades, according to the Ministry of Culture’s letter on the matter, for work in guarding archaeological sites exclusively for the people of those governorates, as follows: Baghdad 100 grades, Babylon 150 grades, and Dhi Qar 150 grades. Maysan 75 degrees, Diwaniyah 75 degrees, Anbar 50 degrees, Wasit 75 degrees, Al-Najaf Al-Ashraf 75 degrees, Holy Karbala 75 degrees, Saladin 75 degrees, Nineveh 250 degrees, Al-Muthanna 100 degrees, Diyala 75 degrees, Basra 100 degrees, and Kirkuk 100 degrees. degree.
Within the framework of continued government support for the Palestinian people in Gaza, the Council agreed to exclude the Iraqi Red Crescent Society from the budget implementation instructions for the year (2023-2024-2025), in order to purchase materials and goods within the aid and relief materials sent to our people in the Gaza Strip.
The Council of Ministers reviewed Iraq’s relations with brotherly and friendly countries, within the activity of international organizations and institutions, especially with regard to Iraq’s image, reputation, and economic status. The Prime Minister directed that the levels of Iraq’s participation in international conferences and activities be in accordance with reciprocity with the host countries participating in the activities it hosts. Iraq.
As part of the Cabinet’s follow-up of lagging projects and the implementation of service projects, the Council approved the following:
1- Increasing the total cost and the amount of reserve for the project (implementing the infrastructure for water, electricity and communications works, with the first phase of municipal and sewage works, to release (2381) university professors near the Al-Kaziza warehouses, in Basra Governorate.
2- Adding the reserve amount to the project component (the Iraqi Computer and Informatics Authority), increasing the amount of supervision and control for it, and increasing the total cost of the project.
The Council voted to include the component (consulting services for the Baghdad Metro Project, including the work of evaluating investors, auditing documents and designs, and supervising implementation), within the project (preparing studies and designs for transportation networks for the city of Baghdad), and increasing the total cost of the project.
The Council also agreed to extend Cabinet Resolution (23718 of 2023), and the fifth paragraph specifically, until December 31, 2024, to complete new projects within the 2024 investment plan, including addressing conflicts, facilitating dealing with them, and avoiding delays in project implementation.
In its session, the Council of Ministers hosted the Governor of the Central Bank of Iraq, who gave a comprehensive presentation on the sixth annual report of the Anti-Money Laundering and Terrorist Financing Council for the year 2023, and explained the efforts to modernize the relevant strategy to combat money laundering, the guide to procedures for financial investigations and risk assessment, and methods for addressing the informal economy, including It serves planning for the economy, in cooperation with the relevant ministries.
The Council approved the sixth annual report completed based on the provisions of the Anti-Money Laundering and Terrorist Financing Law (39 of 2015), taking into account the continued attention of the Anti-Money Laundering and Terrorist Financing Office to take the necessary measures, in coordination with the regulatory authorities.
The Prime Minister directed the formation of a committee from (the Ministry of Finance, the General Secretariat of the Council of Ministers, the Central Bank of Iraq, and the Legal Advisor Department in the Prime Minister’s Office), which will study the proposal to form a directorate specialized in financial investigation, to unify the competent investigation authority.
In the field of protecting national products that meet the local market’s demands for construction materials, the Council of Ministers approved the following:
1- Imposing an additional customs duty of (20%) from the unit of measurement of the imported product (reinforcing steel 10-32 mm) and from all origins, with the customs item (72142000) for a period of four years, starting on October 3, 2024.
2- The General Authority of Customs applies the additional customs fee referred to in Paragraph (1) above.
3- The Ministry of Industry and Minerals takes into account the amount of increase in imports compared to the previous three years. To determine the extent of the unjustified increase, and to demonstrate the complaining company’s ability to meet the market need in a way that ensures that prices do not inflate, and to determine the importance of the required protection for the national economy.
4- Regulatory authorities audit the effects resulting from imposing additional customs protection on the imported product.
The Council of Ministers approved the recommendation of the Ministerial Council for Human Development (24013 B), which included approval in principle of the National Development Plan (2024-2028), prepared by the Supreme Committee for Preparing the National Development Plan, formed by the Ministerial Order of the Ministry of Planning on March 7, 2023.
In fairness to the families of the student victims, who died in the painful run-over accident that occurred in Al-Haritha district in Basra Governorate on April 2, 2024, the Council of Ministers decided to grant the families of those who died as a result of the unfortunate accident, plots of residential land with an area of 200 square meters, in accordance with Legislative Order (12 of 2004).
The Council of Ministers approved the recommendation of the Ministerial Council for Energy (24031 T), which includes approval to include the Ministry of Water Resources in scheduling the debt arising from its formations for the benefit of the Ministry of Oil, as a result of supplying gas oil and lubricants on credit, on par with the ministries included in the Council of Ministers’ decision (23178 of 2023), taking into account Paying attention to the opinion of the Legal Department of the General Secretariat of the Council of Ministers, according to its memorandum dated April 21, 2024.
A vote was also taken to change the name of the private colleges listed below, which obtained approval for establishment pursuant to Cabinet Resolutions (382 of 2009), (198 of 2014), and (117 of 2018), to the new name indicated in front of each of them, as follows:
-Changing the name of (University College of Fundamentals) to (University College of Fundamentals of Science).
-Changing the name of (Al-Hussein (peace be upon him) Engineering College) to (Al-Hussein (peace be upon him) University College).
-Changing the name of (Basra College of Science and Technology) to (Al-Farqadin University College).
-Changing the name of (Janat Al-Iraq College of Human Sciences) to (Al-Idrisi University College).
Provided that changing the name does not result in legitimizing any departments that were created after the establishment of the aforementioned colleges, without obtaining the approval of the Council of Ministers, and also that changing the name does not result in the creation of new departments in the future, in the aforementioned colleges without obtaining the approval of the Council of Ministers.
In the judicial file, the Council of Ministers approved granting the Minister of Justice the authority to negotiate and sign a draft cooperation agreement between the government of the Republic of Iraq and the government of the Kingdom of the Netherlands, in the field of transferring those sentenced to custodial sentences, based on the provisions of the Constitution, and the Ministry of Foreign Affairs to prepare the necessary authorization document for the Minister of Justice on behalf of the government, According to the approved contexts, and submit it in order to obtain the signature of the Prime Minister.
