Baghdad, Iraq, 22 May 2024 – The Ministry of Education, in cooperation with the European Union, UNESCO and UNICEF, today launched the “ITALEEM” program for quality and equitable education in Iraq. This program aims to strengthen the Ministry of Education's ability to reach more than 100,000 teachers and 30,000 schools.
His Excellency the Minister of Education, Dr. Ibrahim Al-Jubouri, said about the program: “We appreciate the efforts made by our partners from the European Union, UNESCO and UNICEF in order for learners to receive a quality and fair education, as this educational program will support the Ministry of Education and improve the level and quality of performance targeting more than 10 million people.” Iraqi student.”
Mr. Thomas Seiler, Ambassador of the European Union to the Republic of Iraq, also stated: “The ITALEEM program is more than just an educational programme; It is an investment in Iraq's future. “By harnessing data, empowering communities, and supporting education workers, we are building the foundation for a more equitable and impactful educational experience for all Iraqi students.” His Excellency the Ambassador added: “We are pleased to announce the launch of ITALEEM, a pioneering educational program designed to empower learners and teachers in Iraq.”
This program is based on four basic pillars: utilizing technology to make data-based decisions, strengthening school-community partnerships, preparing teachers for success, and enhancing civil society engagement. Through the ITALEEM programme, we aim to unleash the full potential of Iraq's education system and enable future generations to thrive.
This joint EU-UNESCO-UNICEF educational program will strengthen the Ministry's governance through improved policy, planning and management. It will also work to improve the ability of schools to provide comprehensive and quality education, build teachers’ capacities for effective teaching and learning, and enable the participation of civil society organizations in the education system.
Mr. Paolo Fontani, UNESCO Representative in Iraq, stated: “As access to education improves, Iraq needs to invest in improving the quality of teaching and learning, guided by evidence-based educational planning, continuing professional development, teacher support, and the integration of educational technologies. UNESCO is committed to supporting the national implementation of the Education Information Management System, and implementing the Ministry’s plan for capacity development and in-service training for teachers in partnership with the government, development partners and civil society organizations, to achieve the goals set in the National Strategy for Education in Iraq 2022-2031.
The concerted efforts underscore the commitment to ensuring inclusive, equitable and quality education for all students, especially the most vulnerable, across Iraq. At the heart of this initiative lies the implementation of the innovative programme, Equitable Quality Education in Iraq: Improving Teaching, Learning and Strengthening Educational Management (ITALEEM).
“As Iraq moves from humanitarian relief to long-term development, strengthening the education system has never been more important,” said Sandra Lattouf, UNICEF Representative in Iraq. “Investing in inclusive quality education will accelerate progress towards Sustainable Development Goal 4 and ensure a brighter future for every child in Iraq.”
