Iraq presented the Statement of National Commitment for the upcoming Education Transformation Summit (New York: September 16-19). The statement shows Iraq's commitment to focus on reforms associated with the education sector, with regard to equality and inclusion, quality and feasibility.

Baghdad,  17  August 2022 -  UNICEF and UNESCO commended Iraq today for presenting a statement of national commitment to the upcoming Education Transformation Summit, which will take place in New York from the 16th to the 19th of next September. This commitment identifies courageous visions and concrete actions to transform education in order to guide progress towards the Sustainable Development Goals, and better prepare learners for the future.

The statement was presented by the Council of Ministers’ Advisory Board (the National Coordinator of the Summit) after  holding a series of national consultations between the relevant ministries, higher education institutions, civil society organizations and development partners in Iraq represented by the European Union as co-chair of the Education Sector Coordination Group and the Labor Organization International, the World Food Program, UNICEF and UNESCO .

In this regard, Iraq's submission of its national statement of commitment is an essential step forward in Iraq's efforts to respond to the global crisis in the education sector, indicating national commitments and agreeing on priority actions, and building on existing plans, programs and initiatives.

“We congratulate Iraq on its National Statement of Commitment, which reaffirms the vision, strategic directions, policies and educational programs detailed in the draft National Education Strategy for Iraq for the period 2022-2031, whose development UNESCO has supported,” said Mr. Paolo Fontani, Director of UNESCO and the Organization’s Representative in Iraq. UNESCO is committed to working to support the Ministry of Education, the Ministry of Higher Education and Scientific Research and the Ministry of Labor and Social Affairs in strengthening institutional and technical capacities to ensure effective implementation and monitoring of the National Education Strategy in Iraq and the Iraqi National Statement of Commitment.

Ms. Shema Sen Gupta, UNICEF Representative in Iraq, said: “UNICEF welcomes Iraq's focus on policy, planning and budgetary changes it needs to avoid learning losses, put SDG4 on track, and re-imagine education for the future. UNICEF will continue to support the Government of Iraq, with a special focus on the Ministry of Education, to implement all of the reforms mentioned in the Statement of National Commitment.”

The Transforming Education Summit comes at a critical moment, as the coronavirus  pandemic has exacerbated the digital divide, as the global shutdown has exacerbated the risk of children being left out of school. The summit will focus on addressing issues related to educational exclusion, safety and health (particularly mental health), transforming the teaching profession, renewing curricula and teaching methods and guiding digital transformation for fair and equitable learning .

UNESCO and UNICEF provided technical support to the Government of Iraq during all phases of the process leading up to the Transforming Education Summit, including participation in the Preparatory Summit in Paris on 29-30 June 2022 at UNESCO Headquarters in Paris, which helped articulate the ongoing discussions, and generate greater momentum In the run-up to the September summit.
