Member of the Parliamentary Oil, Gas and Natural Resources Committee, MP Kazem Al-Touki, said, “The oil and gas law does not suffer from technical obstacles, but the main obstacle to its approval in the House of Representatives is the Kurdistan region.”
He added to Al-Ma'louma, "The region has problems regarding some points related to the rate of deduction of amounts for each barrel of oil produced in Kurdistan, in addition to the fact that the regional government has had contracts since the 1990s with companies to extract oil in violation of the law."
He stated that "the region violated the laws by contracting with companies to extract oil at high costs, unlike what is happening in other governorates, and these companies should be reconsidered in terms of contracts and financial costs for extracting oil."
For his part, Representative Alaa Al-Haidari explained, “Efforts to legislate the oil and gas law, which has been suspended since 2005, are progressing slowly due to the failure to resolve the points of contention with the Kurdish side, despite the presence of ongoing dialogues between Baghdad and Erbil to overcome differences and approve the law that will draw the oil map in Iraq again.” .
He told Al-Maalouma, "The region is evasive in order not to hand over oil revenues and ignore the decision of the Federal Court. This was clearly announced by the leader of the Kurdistan Democratic Party, Masoud Barzani."
The law is still locked in political corridors due to the region’s intransigence in resolving controversial issues surrounding the law, which has not seen the light of day for nearly 20 years.
Member of the Oil and Gas Committee, MP Intisar Al-Jazairi, revealed on Wednesday that there is no political consensus on approving the oil and gas law, which in turn limits oil smuggling in the region.
The representative said in a statement to the “Al-Ma’louma” agency, “The problem of oil smuggling through the region is considered deep and can only be controlled by approving the oil and gas law,” noting that “the regional government does not accept to agree with the center in order to approve it because of its benefit from operations.” ongoing smuggling.
She added, "The law is still in the corridors of the Council of Ministers and there is a major political disagreement on the Kurdish side. Once it reaches the Council, the law will be approved because it preserves the country's oil resources," noting that "the regional government will bear full responsibility for disrupting this law."
Al-Jazairi concluded her speech by saying: “The regional government considers that the oil is its property despite the decisions of the Federal Court, which did not abide by it, and which are final and binding on everyone.”
It is noteworthy that the region smuggles more than 22 thousand barrels daily through the Ceyhan port, in cooperation with Turkish companies, and its imports go into the pockets of the ruling family in light of the poor economic situation that the Kurdish citizen suffers from.
The spokesman for the Ministry of Oil, Assem Jihad, confirmed in a statement followed by “Al-Ma’louma” that “the Ministry prepared the oil and gas law and presented it to the government, and this law was discussed by the concerned authorities and the team formed by the regional government,” stressing that “the government is committed to approving This law is part of the current government session, and it is also part of the government curriculum.”
He pointed out that "the oil and gas law aims to manage the process of oil wealth in Iraq and achieve fair distribution, and thus achieve optimal investment of national wealth and support economic and sustainable development, as well as support the Iraqi state treasury. Therefore, the government and the ministry are continuing to approve this law."
He explained, "The government has granted a wide space for dialogue regarding the oil and gas law, and the ministry and the government hope that it will be approved," adding, "All points of view are respected, and we must put the national interest above all considerations."
He pointed out, "There were several dialogues that took place between the concerned authorities, but as far as the ministry was concerned, it drafted the law and made the necessary amendments, in a way that serves the public interest, and it remains for the government to submit the draft law after agreeing on it to the House of Representatives for approval."
