Civil Defense puts the blame on the citizen for the high rates of fires, and an economist shows: Rescue departments are few!

Zulfikar Yusuf
The Civil Defense Directorate placed the reason for the increase in fire outbreaks in Iraq on citizens and their failure to implement the prevention and safety procedures of the Civil Defense Directorate, while observers stated that the designated rescue outlets and Civil Defense vehicles are few compared to the corresponding fire accidents that occur in the summer due to high temperatures and other factors. Causes of fires.
A number of Iraqi governorates are witnessing an increase in the number of seasonal fires during each summer season with rising temperatures, while the number of fires reached 5,544 fire incidents during the first five months of this year, causing significant material losses that were reflected in the local economic situation, according to statistics announced by it. Ministry of Interior.
Many areas of Iraq recorded during this week high rates of temperature rise to be compared with the countries of the world, as the average temperature rose to reach 51 degrees Celsius in several Iraqi governorates, including Basra, Amara, Nasiriyah, Al-Rifai, Karbala, Najaf, Samawah, and Badra on the Iraqi border. Iranian, according to data from the Placerville station in California, America, where this rise in temperatures was accompanied by many fire incidents, breaking out in commercial and industrial places, and in official buildings and institutions, and the material damage is estimated annually in millions of dollars in addition to human losses.
Director of Civil Defense Relations and Media, Colonel Rahman Hussein, in turn, confirmed that “the first reason for the high rates of fire outbreaks in the country is negligence and failure by individuals and citizens to implement the prevention and safety procedures of the Civil Defense Directorate at the level of homes, cars, workplaces, and warehouses, as well as commercial markets.”
Hussein added to (Al-Mada), “According to the direction of the Minister of Interior, and with the follow-up of the Director of Civil Defense, there will be awareness teams in partnership with the community police and relevant departments, by confirming the checks and tightening the penalties for violators of Civil Defense Law No. 44 of 2013.”
He continued, "50 billion Iraqi dinars have been allocated to build 25 model detachments within residential areas," noting that "approximately 85% of this project has been completed." Pointing out, “The share of the Karkh side in the capital was 11, while the share of Rusafa was 12 detachments,” stressing that “these detachments were elected in areas where fires might occur.”
He concluded, “25 billion dinars were allocated to contract and purchase modern wheels, as a work team was formed headed by the Director of Civil Defense, Major General Mohsen Kazem, to move to reliable facilities such as Japan, China, and Germany,” pointing out that “new mechanisms were contracted, and part of them arrived, and successively, they will be It will be completed during the current year.”
Overdue country
Last Saturday, a large fire broke out in the Bank Hospital under construction in the Al-Shaab area, north of Baghdad, causing fire brigades to go to extinguish the fire, which ended without casualties. This incident occurred despite the directives of the Minister of Interior, Abdul Amir Al-Shammari, the day before the event. Directorate Civil Defense has entered a state of maximum alert during the current summer with the rise in fire rates in the country.
Economic affairs researcher Abdul Salam Hassan confirms that “the increase in fire rates in the country is a normal thing in a country that is lagging behind in this regard, as there are many countries where the temperature rises more than normal, such as Saudi Arabia and other Gulf countries, but the difference there is the continuation of Turn on the electrical energy.” Noting that, “The lack of a technical and not a scientific program increases the continuation of fires, as Iraq lacks technical matters, as building bridges and malls will not advance Iraq a step towards development, as it lacks rescue services near them.”
Hassan adds to (Al-Mada), “The requirements of the current time are to separate the Directorate of Civil Defense from the Ministry of Interior, and if there are 10 complexes on the Karkh side of Baghdad, there must be a Civil Defense Department near each complex, and other matters are up to the Ministry of Interior, as we mean interest.” Civil Defense only handles technical matters.”
Hassan pointed out that “the high temperatures are one of the reasons for the outbreak of fires, in addition to the absence of electricity in this season, which makes treating these fires very difficult, in addition to the lack of rescue department outlets.”
He continued, "Hospitals must also have a rescue port established by the Civil Defense, especially with the continuing hospital fires in the country and the fires that occurred in several hospitals in previous years," warning, "With regard to the issue of flammable building materials, we, as observers, confirmed through the media and appealed to the government to stop importing Materials such as sandwich panels, and it is strange for the government to continue importing them and then hold citizens accountable when they are used in construction.” Stressing that “technical measures are the solution to this problem.”
He added, “The fires in Iraq caused great material losses, represented by the burning of a number of farms, orchards, centers, warehouses, and shops, estimated at millions of dollars, in addition to cases of illegal competition between a number of merchants resulting from an attempt to cause losses among them through fires.” He added, “The fires have a direct economic impact on trade and tourism, in addition to disrupting public interests.”
He concluded by saying to Al Mada that “the lack of awareness and guidance, and the weakness of safety procedures and means, had a major role in the increasing rates of fire accidents in Iraq, in addition to oversight weakness and ignoring the strict application of laws to ensure the safety of everyone.”
The Security and Defense Committee in the Iraqi Parliament had previously called on the Minister of Interior, Abdul Amir al-Shammari, to open an investigation to determine the nature of the recent fires that the country witnessed, while giving him 15 days to send the results of the investigation to the committee.
