    Shafaq News/ The advisor to the Iraqi Prime Minister, Mohammed Shia al-Sudani, announced on Tuesday that the components of Kirkuk have agreed to rotate the position of Kirkuk governor and share power, ruling out procedures to dissolve the provincial council due to the understandings between its members.
    Torhan Al-Mufti told Shafaq News Agency, "The components of Kirkuk and the political blocs that won the provincial council elections have agreed to form a joint consensus government between all components," indicating that "the position of governor will rotate among the winning blocs."
    He explained that "the rotation will include two or three blocs," noting that "discussions are underway to reach a consensus formula."
    The Mufti added, "The Prime Minister stressed the importance of the local government including all components without marginalizing any party, and that it be formed quickly without being affected by political pressures."
    He stressed that "the Prime Minister adopts a neutral position and wants the political blocs to form the local administration and distribute positions according to entitlements, without imposing decisions from Baghdad," noting that "there is a legal space to achieve this."
    The Mufti added, "The Prime Minister is working with the political blocs to ensure the formation of the local government after the elections is successful, and is seeking to reach a unified decision that will contribute to the involvement of all parties in the administration of Kirkuk."
    Last Saturday, Prime Minister Mohammed Shia al-Sudani urged the members of the Kirkuk Provincial Council to agree on choosing the position of Kirkuk governor in a way that meets the aspirations of the people of the province.
    Kirkuk Provincial Council held its first session on July 11, headed by Rakan Saeed Al-Jubouri, who was relieved of his position as governor for reaching the legal retirement age, to return to the council membership and become president by age, as he is the oldest member of the provincial council.
    Despite the participation of 16 members in the session, five members from the Patriotic Union of Kurdistan, two members from the Kurdistan Democratic Party, six members from the Arab bloc representing the Sovereignty, Leadership, and Arab Alliance parties, two members from the Turkmen Front, and a Christian member from the quota seats, the session did not lead to a decision on the positions of the head of the provincial council and the governor, as they remained suspended pending the agreements reached by the political blocs.
