Shafaq News/ Iraqi security experts and political analysts believe that media reports about plans and dates for the withdrawal of US forces from Iraq are painkillers to buy time, while the presence will remain and continue for a long time. However, the US side is trying to benefit from them electorally by supporting Democratic candidate Kamala Harris before the US elections, and also for the purpose of reducing the armed escalation with the Islamic resistance factions. It is also considered support for the government of Prime Minister Mohammed Shia al-Sudani, as the latter is proceeding with implementing its promises to remove or end the mission of the international coalition in Iraq.
Reuters published information on Friday, citing several American and Iraqi sources, that the two countries had reached an agreement specifying plans for the withdrawal of the US-led coalition forces, six months after the start of talks between them.
According to the information, hundreds of American soldiers will leave by September 2025, including all soldiers stationed at Ain al-Asad base, and a large number of soldiers from Baghdad, while an American force and other coalition forces will remain in Erbil until the end of 2026 to continue operations against ISIS in Syria.
Commenting on this, political researcher Saif Al-Saadi says, “Every now and then, statements appear that are considered for local consumption within Iraq and are in line with the desire and aspirations of the Iraqi government, which does not want to be frank with its people that the presence of American forces will continue for a longer period, especially in light of the presence of American forces in the Ain Al-Assad, Victoria and Harir bases, so there is no withdrawal.”
Al-Saadi said in his interview with Shafaq News Agency that "these leaks are painkillers and not a cure for the disease, as the American forces continue to be present and their relationship is regulated by the strategic framework agreement consisting of 31 articles that indicate the presence of American forces for a long period, and there is also a clause to protect the democratic system, which means that any defect or internal problems that America sees as potentially undermining the democratic system or failing the democratic experiment in Iraq, it will intervene."
He added, "The United States also has other justifications besides protecting the democratic system, which is the presence of the terrorist organization ISIS. A few days ago, there was a joint operation between the Iraqi intelligence service and the American forces in Wadi al-Ghadf, west of Anbar. Thus, the American forces legitimize their presence through these operations and the presence of the terrorist ISIS. There is also a close connection between the American presence in Syria and Iraq in light of the Operation Inherent Resolve in Iraq and Syria."
Al-Saadi concluded by saying: “Therefore, I do not see any withdrawal of American forces, and these statements are slogans for local consumption and painkillers through which the Iraqi government is trying to benefit from the truce and exploit them with some Iraqi factions that do not abide by the orders of the Commander-in-Chief of the Armed Forces, and thus it is a kind of persuasion and gaining more time until the end of this governmental or parliamentary session, which only has a year and a half left, after which the legislative elections will be held on November 25, 2025.”
In turn, the Director of the Reliance Center for Security and Strategic Studies, retired Major General Imad Allou, explains that “there has been no official announcement by Iraq or America about the withdrawal or termination of the coalition forces’ mission, and the American and Iraqi parties have not addressed in any way or at any stage of the strategic dialogue by the Military Technical Committee about the withdrawal of American forces.”
Speaking to Shafaq News Agency, Alo pointed out, "There is a difference between ending the coalition mission and withdrawing coalition forces and withdrawing American forces from Iraq. The discussion and statements made by Iraqi and American officials were always about moving to bilateral relations and keeping a number of American forces for training, consulting and providing support to the Iraqi armed forces. This is agreed upon between the two sides through the Supreme Military Technical Committee."
He continued, "The issue of withdrawal is somewhat ambiguous, elastic and unclear, and depends on the state of tension between the Islamic resistance factions and the American side due to the current data in the war of extermination that Israel is waging on Gaza, in addition to other tensions in the region in the Syrian and Iraqi arenas, and the tension between the American and Iranian sides."
Alou believes that "the American side is trying to leak the withdrawal process or its announcement for electoral purposes to support the Democratic candidate Kamala Harris before reaching the election stage between the Democrats and the Republicans, and also for the purpose of reducing the escalation between the Islamic resistance factions and the American forces present in the Ain al-Assad, Harir and Victoria bases. It is also considered support for the Sudanese government that the latter is proceeding with implementing its promises to withdraw or end the mission of the international coalition in Iraq."
For his part, Abbas Ghadir, a member of the Hikma Movement - one of the forces of the Coordination Framework - says, "The withdrawal of coalition forces is in its final stages. After meetings and encounters between the Iraqi government and the American government, an official agreement was reached on the withdrawal of coalition forces, and the negotiations reached their final stages."
Ghadir pointed out during his interview with Shafaq News Agency, "The leaks say that the date for the withdrawal of forces will be next year, and that there will be a bilateral agreement between Iraq and a number of countries, including the United States of America, through which the work of the advisors to train the Iraqi forces will be determined."
A Pentagon official said on Saturday that determining when and how the international coalition's mission in Iraq will end is up to President Joe Biden and Prime Minister Mohammed Shia al-Sudani, according to Newsweek.
The American magazine quoted the American official as saying: “As clearly stated in the joint statement between President Biden and the Sudanese Prime Minister, the two leaders confirm that they will review these factors to determine when and how the international coalition’s mission in Iraq will end, and move in an orderly manner, towards sustainable bilateral security partnerships, based on the Iraqi constitution, and the strategic framework agreement between the United States and Iraq.”
"We do not have any new announcements to make at this time," he added.
