Nineveh Governor Abdul Qadir Al-Dakhil discussed in a conference that included leaders and heads of Arab, Christian, Kurdish, Yazidi, and Turkmen tribes, university presidents, some directors of government departments, and clerics from all sects, numerous files in the fields of reconstruction, security, investment, and social reality.
The conference discussed the completion of the Mosul airport project, the construction of roads, universities and schools in the districts and sub-districts, improving the investment situation and developing trade and industry, returning the displaced and addressing the issue of martyrs and missing persons. The meeting will be periodic with the formation of a committee of tribal sheikhs, families and university presidents to draw up plans for the governorate in general and discuss them with the Planning and Development Council that was recently formed.
Nineveh Governor Abdul Qader Al-Dakhil said, “The conference discussed developing a vision and roadmap through a committee that will be formed from tribal leaders, family leaders, and academics linked to the advisory office and the planning and development library in the governorate’s office, so that a development vision can be presented in industry, trade, human resources, and service projects in the near and distant future.” He added that “the local government is keen to address the Sinjar district file, including returning displaced Yazidis and compensating victims and missing persons.”
Regarding the Mosul airport file, he explained that “the runway, which represents 26% of the airport area, has been completed by 90%, and the airport’s bypass roads will be started, and contracts will be signed with foreign companies that will provide the airport with navigation devices that are not available in Baghdad and Erbil airports, and with high specifications. He indicated that navigation constitutes 33% of the airport’s capacity, and that the project has been delayed and the airport area is small, but it is being built with high technical specifications.”
Al-Dakhil revealed that “there are 141 stalled projects, 120 of which have been addressed and the rest will be addressed in the future,” noting that “a number of department directors are not up to the required level and are waiting for the return of the provincial council’s work in order to change some directors.”
Regarding the differences between the Nineveh Provincial Council blocs, Al-Dakhil explained that “there is a response from the Unified Nineveh and Future Nineveh blocs, and there are ongoing discussions to solve the problems and come up with a roadmap.”
For his part, the head of the Catholic churches in Mosul, Father Raed Adel, says, “Any development in Umm al-Rabi’een is beneficial to all components of society, and Nineveh today is better in terms of construction and prosperity, and we aspire for the return of Christians to the city in the future in light of the security and social stability in Mosul, and holding this conference is certainly important on the path to progress.”
In this context, the President of Nineveh University, Osama Al-Mashhadani, explained that “the Ministry of Education has assigned him to establish Sinjar University in coordination with international organizations. It will be established on an area of 160 dunums in the northern district, and its colleges will be distributed between Sinjar and Baaj districts. He described this project as very important, and he also discussed supporting the project to build a site for Nineveh University in the Al-Adhbah area in southern Mosul, with an area of 1,200 dunums.”
For his part, Muhyiddin Mazuri, the official of the Kurdistan Democratic Party branch in Nineveh, said, “Al-Dakhil provided a brief reading of the service and construction projects during the past 6 months, and that he has a plan to complete the airport, hospitals, and external roads while standing at an equal distance with all components.”
He added, "The political reality in Nineveh has differences between the blocs, and each party has its own ideology, but in the end we all remain Iraqis, and therefore he calls on them to unite and work to advance the city."
Sheikh Omar Elias, head of the Yazidi Council in Bashiqa, also discussed the file of Yazidi victims and missing persons and the return of the displaced, as well as the service reality in Nineveh, most notably the airport and roads.
Elias says, “The reality of Sinjar at the present time is one of administrative problems and the absence of real reconciliation, and the reluctance of the people of Sinjar to return and remain in the camps. He called for addressing the security situation and for it to be in the hands of the Iraqi state only and for all unofficial parties to be removed from controlling the land.”
