Shafaq News/ Vegetable and fruit traders in Kirkuk Governorate complained on Monday about the high taxes imposed by customs points in Mosul Dam and Khanaqin, in addition to not allowing the passage of fruits and vegetables produced in the region via Kirkuk Road.
He called on the owners of the loaves to organize the work of the loaves in the governorate, determine the tax rate, and exempt local farmers.
    Mosul and Khanaqin
A vegetable trader in Kirkuk, named Sarmed Abbas, told Shafaq News Agency, "The diversion of road routes between Kirkuk and Erbil on the one hand, and Kirkuk and Sulaymaniyah on the other, has caused the prices of fruits and vegetables to rise, as the federal government has imposed taxes on anything coming out of the Kurdistan Region, even fruits and vegetables. The farmer needs to pass through the Mosul Dam outlet in Nineveh to enter Kirkuk and then return to Kirkuk. This makes traders and drivers raise the prices of fruits and vegetables, knowing that they are a local product and not imported."
He added, "The federal government must raise customs points between the provinces and rely on new mechanisms to maintain the imposition of taxes at the border crossings, because traders and vegetable farmers are the ones who have been harmed by this matter. Because the checkpoints do not know the instructions, and any car loaded with materials coming from Erbil and Sulaymaniyah towards Kirkuk is told to go to Mosul Dam and Khanaqin to pay the tax."
He points out that "these measures imposed by the federal government have raised the prices of fruits and vegetables in Kirkuk, as the increase is due to paying taxes, and when the product reaches the Kirkuk highlands, a second tax is imposed on it, and this raises the prices of products, except for what is produced in Kirkuk."
    Price increase
A vegetable trader in Kirkuk's Alwa, named Matin Hasib, told Shafaq News Agency, "Prices have risen due to taxes and the long road. Any materials coming from the Kurdistan Region are forced to pay taxes by the trader and driver, and this is reflected in the increase in wholesale prices in vegetable alleys, and a second tax is added to it imposed by the owner of the alley. Here, fruit and vegetable sellers are forced to raise the individual selling price to the citizen."
He stressed that "there is chaos in the process of imposing the tax at the outlets that were established, and the tax on the upper limit is added to it, and this matter leads to an increase in the prices of materials when they reach the consumer."
    specific list of taxable items
Kirkuk Agriculture Director Zuhair Ali confirmed in a statement to Shafaq News Agency, "The Federal Ministry of Agriculture has a known and specific list through which taxes are imposed. The imported product is subject to customs, and what is produced locally in the region and has the necessary approvals is allowed through the inspection points."
He points out that "the local product of vegetables and fruits is not subject to any tax by the government except for the wages that are dealt with within the vegetable alleys, and this matter has nothing to do with the government agencies. The vegetable alleys are rented from the state by an investor or other, and the tax rate is determined on cars and sales operations in them, and this rate is determined within the alleys."
    Complaints in Kirkuk
Vegetable traders in Kirkuk complain about the increase in taxes and the lack of interest from the Al-Alawah investor who imposes exaggerated taxes.
Adnan Shukor, media official at Kirkuk Municipality, told Shafaq News Agency, "Complaints were received by Kirkuk Municipality and the governorate administration about the increase in taxes, as well as the lack of interest in clothing and the lack of protection by police forces. A government delegation was formed from Kirkuk Municipality and the governorate administration to solve the problems demanded by Alawi merchants in Kirkuk."
He added, "There are problems that can be solved by Kirkuk Municipality, as the Municipality Director, Ahmed Omar, has begun to identify the aspects that can be solved with the investor, and others that fall outside the municipality's jurisdiction, such as the suffering of farmers in the process of transporting vegetables and fruits heading from the cities of the Kurdistan Region to Kirkuk, and other matters that fall outside the municipality's jurisdiction."
