Baghdad Council: Upgrading regions and districts to increase their financial allocations

Baghdad Provincial Council seeks to upgrade villages and districts in the outskirts, to increase their allocations, calling for the necessity of adopting population density as a criterion for distributing financial allocations among them. The head of the Administrative Divisions Committee in the Council, Dr. Muhammad Amin Al-Shaalan, told Al-Sabah that his committee aims to study the administrative entitlement of all villages and districts on the outskirts of Baghdad, to prepare a database and determine their administrative status. He added that there was a study prepared by the Council in 2017, which ended with the issuance of Resolution No. 12, which includes raising the administrative level of some villages to districts, and some districts to sub-districts, according to the availability of conditions and specifications, as the Council has the authority to merge, create and change the names of areas. Al-Shaalan pointed out that the committee at the time included Al-Yusufiyah District in the resolution, and decided to raise it to a district, with the creation of three districts: Al-Radwaniyah, Al-Furat and Al-Nahrain, but it has not been implemented until now. The committee also raised the administrative level of Al-Dura District, and annexed some villages and districts to it, in addition to creating Al-Maamel District, and raising the level of Bawabat Al-Salam District in Abu Ghraib. He pointed out that the file was submitted to the Council of Ministers for approval, then to the Ministry of Planning, which he noted had not approved any decision within the file so far, and its approval only included upgrading the village of Al-Nasr and Al-Salam in Abu Ghraib to a district, calling for the necessity of adopting population density as a criterion for distributing financial allocations, which is not currently being adopted.
