    MP Hamid Buffy calls for legislation to guarantee the rights of regions and districts in the territory, and another law for the control of the Federal allocation of imports

    [Baghdad]

    Deputy of the Kurdistan Alliance called Hamid Buffy legislation two laws to guarantee the rights of regions and districts in the territory, and another to monitor the allocation of imports.


    In a press release faxed to all Iraq [where] tskhh: "Iraqi Constitution affirmed that the people of Iraq from its collapse and forward-looking riser with confidence to the future through a democratic, pluralistic federal republican system-determined to respect the rule of law, justice and equality, and to reject the policy of aggression, and marginalization and exclusion, and attention to women and their rights, and concerns, and children and their affairs, spread the culture of diversity and defuse terrorism, combating corruption, and move away from violence and persecution. And that all Iraqis are equal before the law without distinction as to sex, race, nationality, origin, color, religion, sect, belief or opinion, or economic or social condition ".


    He added: "the Constitution in many places on the need to legislate laws regulating the rights and duties of citizens in all regions and governorates, and in all spheres of political, administrative, religious, cultural, social, economic and finance, so that their rights are protected, freedoms reserved in public order and morality".


    Pavie referred to: "the establishment of a public body to ensure regional and governorate rights in territory, equitable participation in the management of various federal State institutions, missions, fellowships, delegations and regional and international conferences, and that representatives of the Federal Government, provinces and districts in the territory.

    And other public body established to monitor the allocation of imports, experts from the Federal Government and the regions and districts and representatives, to verify equitable distribution of grants, aid and international loans, under entitlement and district in the province, and verification of the optimal use of financial resources and sharing, and ensuring transparency and justice when allocating money to the Governments of the territories or districts in the territory, in accordance with the established ratios (as set forth in articles 105-106 of the Constitution).


    "Since the federal budgets of Iraq is explosive in more than 90% dependent on oil and is the King of all the people in all the regions and provinces, and so that the Federal Government acquires most of the money wasted when corrupt and falsely unjustly, without providing required services to citizens, especially in weakening the oversight role of Congress. ...

    And in fairness to the citizens who have sacrificed all their GAL and Nevis in order to create the new system, and achieve the kind of social justice and equality, eradicate corruption, and give rights to their relatives, and in application of pluralistic, federal system and to implement the Constitution, وانهاءا or to reduce the cases of poverty and unemployment.

    I call on the Government to send the draft laws (to public bodies: to ensure regional and governorate rights ...And to monitor the Federal import allocation), or the Committee of the regions and the provinces proposals for laws, so House action important laws and legislation relating to the rights of the Iraqi people with all its components in all territories and provinces in "./ended
