The competition between parties and candidates in the Kurdistan Regional Parliament elections is escalating, especially between the two ruling parties in the region, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan. Regional competition has reached its peak in recent days, represented by Turkish and Iranian intervention, as both parties seek to preserve their gains within the region by providing support to one party at the expense of another, according to observers.
Observers confirmed that Ankara sees the Democratic Party as its most prominent “partner” who facilitates its tasks in northern Iraq, while Iran considers the Patriotic Union of Kurdistan a guaranteed partner, expecting that the last days of the elections will witness fierce competition, especially since the two countries have already begun mobilizing the masses through their “tools.”
Independent Kurdish politician, Luqman Hussein, said in an interview with “Al-Alam Al-Jadeed” that “Turkey has great influence within the Kurdistan Region, and wants its partner, the Kurdistan Democratic Party, to achieve a landslide victory, to ensure the continuation of its interests.”
“Everyone knows that Turkey has economic interests, investments, military influence, bases and intelligence inside the region, and the Democratic Party is its main partner, and it is the one who facilitated all these gains for them,” Hussein added, indicating that “Turkish intelligence is spread inside the region, and will work to keep the Democratic Party in power and obtain first place, and there is an encouragement for the Turkmen component, with the aim of voting for the Democratic Party, or the quota candidates close to it.”
He points out that “Turkey wants to completely control the Kurdistan Region. It now controls Erbil and Dohuk militarily, commercially and economically, and wants to expand its influence. There is no one to support it in achieving this, except the Democratic Party, which has major interests with Ankara.”
The last elections for the Kurdistan Parliament were held in September 2018, and the Kurdistan Democratic Party came in first place, winning 45 seats, while the Patriotic Union of Kurdistan came in second, winning only 21 seats.
The elections for the regional parliament are supposed to be held on October 20, under the supervision of the Federal Election Commission. This is the first time that the Federal Commission has taken over the management of the regional elections, after the end of the Kurdistan Commission’s term, and the failure of the regional parliament to elect new members for it, following a decision by the Federal Court.
The Kurdistan Region's relationship with its two neighbors, Iran and Turkey, is witnessing fluctuations and varying relations between the Kurdistan Democratic Party and the Patriotic Union Party, related to the armed movements that the region embraces, and is exposed to bombing from time to time because of them, sometimes by Türkiye and other times by Iran.
For his part, Kurdish political analyst Aram Marouf, during an interview with “Al-Alam Al-Jadeed”, explained that “the Turkish-Iranian competition will be at its most intense within the Kurdistan Region, as each country supports a specific party and wants to preserve its gains by supporting its partner.”
Marouf confirms that “everyone knows that Iran is the biggest supporter of the Patriotic Union, and this time it seeks to achieve results close to those of the Democratic Party, through its influence within the Iraqi government and the Electoral Commission.”
He points out that "Iran is relying on its partner, the Coordination Framework, to achieve rapprochement between the two ruling parties, preserve the gains of the Patriotic Union, and prevent a decline in the election results, because that would be a loss of its privileges within the region, especially in Sulaymaniyah."
He continued, “Turkey fears that Iran will help the Patriotic Union and that it will come in first place in the elections, so the intelligence competition and conflict will intensify in the coming days, as the voting date approaches,” adding that “everyone knows that the two countries have intelligence and strong influence inside the cities of the Kurdistan Region, and this influence will be exploited on election day.”
The Iranian-Turkish competition in the region appeared clear and evident at the highest levels through the visit of Iranian President Masoud Pezeshkian to Baghdad, Erbil and Sulaymaniyah, which came after a similar visit by Turkish President Recep Tayyip Erdogan to Baghdad and Erbil a short time ago.
It is noteworthy that the Patriotic Union, supported by the "Shiite" Coordination Framework, obtained important positions in Kirkuk and Nineveh, including the position of Kirkuk Governor, while the Democratic Party enjoys a lot of influence in the disputed areas outside the region.
In this regard, the member of the Patriotic Union of Kurdistan, Ghiath Surji, confirmed, during an interview with “Al-Alam Al-Jadeed”, that “the Patriotic Union has good relations with Iran, and seeks to repair relations with Turkey, but this does not mean that we depend on Iran to achieve victory in the elections, and we do not accept any party dictating decisions to us.”
Sorji continues, “International interference in elections exists in all countries of the world, but as a national union, we rely on our strength and our audience, and we do not allow any country to interfere and impose decisions on us.”
He explained that “Turkey has extensive interference in Iraqi affairs and the Kurdistan Region, and it is clear that it will strongly interfere in the Kurdistan Parliament elections, to maintain its influence, but we have confidence in the Election Commission and its supervision of the process.”
In a speech on the occasion of the start of the election campaign, the President of the Kurdistan Region, Nechirvan Barzani, called for a calm and civilized election campaign, and urged the competing parties to present election programs that would gain the trust of the citizens of the Kurdistan Region.
