    Where you been? Ok, repeat. From the way we see the constitution, the budget and hcl is needed but goes hand in hand and both by laws written will be effective January 1st after their passings then, by the constitution the new government will replace the proxy appointees by Maliki which includes the CBI GOVERNOR which many feel is needed before we  can get back to the plan that was initially to be by their own words. That's pretty much it again...azareus. Should be about the only reason your hanging on by my opinion. The constitution has to be followed rather amended or not which means, the CBI is in control of the currencies value only, since the lifting of Chapter VII. And yes we also know the IMF can put a SDR assessment on Iraq's value too. So, there's your two more steps.
