NATO faces major problems that may threaten its survival, most notably Germany's reluctance to raise its defense spending to 2 percent of its gross domestic product (GDP) as Washington, the world's largest financier, wants.
The National Interest magazine said that Germany is one of the biggest problems facing NATO, noting that Berlin lacks the political will to make the European defense strategy a top priority.
Washington has called on Germany to raise defense spending to 2 percent of GDP, but Berlin has not spent more than 1.5 percent over the past few years, causing a row over what President Donald Trump is calling the alliance's financial burden.

The United States spends 3.39 percent of GDP, while other countries can not reach the required 2 percent, most notably Germany.
German Chancellor Angela Merkel promised until 2024 to reach 1.5 percent, according to Deutsche Welle, but the Social Democratic Party, which is part of the Berlin government coalition, opposes any decisions on defense spending. End 25 n
