Ministry of the Interior: For these reasons the standard card is a big project some want to abort

BAGHDAD, April 3 (KUNA) - The Inspector-General of the Ministry of the Interior issued a statement on Wednesday in which he explained the advantages and importance of the unified national card project, while criticizing his opponents and seeking to abort him, calling them "sectarian".
Inspector General of the Ministry of Interior Mohammad Mahdi Mustafa said that "great efforts exerted by the Directorate of Civil Status, Passports and Residence to provide services to citizens, especially after the issuance of the National Card Act No. 3 of 2016, which is calculated to the two branches, the legislative enactment of this important law, and the executive authority represented by the Ministry of Interior to seek Forward and walk boldly and boldly in the completion of this project and the issuance of a unified national card for all Iraqis and the allocation of a civilian number for every Iraqi citizen, which happened for the first time in the history of Iraq,
Mustafa continued, "In light of this huge national effort, some of the staunch voices of this national project are rising with calls of sectarianism at times, and direct hostility to the national achievement at other times and in frustrating ways that are far from patriotism and patriotism. In order to inform public opinion of the facts, which we know that the vast majority are aware of all the details, the Office of the Inspector-General in cooperation and coordination with the officials of the draft unified national card to issue the following statement:
Iraq has passed through long periods since the enactment of the Nationality Law in 1924 and its laws varied between civil and nationality conditions and the organization of housing stores. Consequently, the information was recorded in records and files. The Directorate of Nationality assumed responsibility for granting citizens paper documents, which are also subject to forgery and inaccuracies. The inability to read the data contained because of the poor and bad line, and the Iraqi citizen left behind the bars of these documents held in each forum for lack of alternative, while the world has gone a long way in consolidating the data of its citizens and use the language of technology in its construction And boasts its completion and creativity and recruit all its institutions and harness their energies for the success of its project to control the regulatory process and not distracting data and maintain as the survival of the paper presented by the loss and damage and obsolescence time. This project is not born today, but was born in 1982 without being implemented because of the policy of the former regime, which favored the policy of arming the policy of providing services to citizens. The citizen has continued to suffer from the comments and the routine of boring reviews and mobility between the departments to obtain paper documents that are worthless in light of technological development. The fact that can not be blocked ( the sun can not be blocked with a sieve) that the workers in the project they can not add or record any name without going through a series of technical and electronic procedures and monitoring all movements of modern means. And also registered in the civil system information can not be registered again because of the creation of a database containing identifiers of life for the person (iris, facial image, fingerprints) and this property is used for the first time in Iraq. The Civil Status records devoid of these features are deaf , where the language, in addition to this that the national card carrying security features can not be falsified in terms of quality and technology, and who said bore the name only? The national card includes the national number, which is granted to each citizen and differentiates it from others. This is a new feature that is not previously implemented, and all the data is stored in the database and the electronic chip within the national card. This project for all Iraqis is no difference between Sunnis, Shiites, Arabs, Kurds, Christians, Isidis, Saba'is or any denomination, as well as not mentioning these names in the civil status registers or in the national card system. The evidence of this is what the provinces have seen widely in the departments that grant the national card, and that work on the project fall under the national card Act No. 3 of 2016. So why call reproduction identities while are archived and preserved , and no one can access them and be returned to the citizen after receiving a national card? Why is this cry, which emits poison, ignorance and hatred? The work on the project applies a highly professional manner, according to the decree of his law, and briefly make it clear that the information recorded in the Civil Status and in the records of Iraqi nationality certificate and the card housing is transferred as it is to civil information system to be issued after the national card. "

The Inspector General reviewed the benefits of the unified national card project, stressing that it includes the following:

    1. The use of one document in official transactions rather than several identification documents.
    2. Allocate a unique national number to each citizen who distinguishes him from others.
3 - National card with high security and technical specifications can not be forged.
4 - Use of a new property represented by the family number, which brings together members of the same family.
5 - the possibility of future expansion through linking with the systems of the departments and other state institutions.
6 - The transition from manual work to electronic through the use of a solid electronic system is the basis for the activation of e-government in the future.
7 - The presence of citizens to the situation departments to ensure verification of identity to issue the national card.
8 - Shorten the time of data entry by giving the citizen the opportunity to fill out his information in an electronic form prepared for this purpose.
    9. National ID card.
