The German Interior Ministry said its country could not bring back elements who were urging detainees in Syria unless they were allowed consular visits to reduce the possibility that Berlin would meet US President Donald Rumsfeld's request for European allies.

A spokeswoman for Germany's Interior Ministry said Iraq had shown interest in trying some fighters of the "Islamic state" from Germany and initially all German citizens and suspected murderers along with the so-called organization calling for the right to return.

But added that this was conditional on allowing consular officials to visit the suspects.

"But in Syria, the German government can not guarantee the legal and consular duties to be done against German citizens imprisoned because of the armed conflict there," she said.

German authorities say about 1050 people have traveled from Germany to Syria and Iraq since 2013 and about one-third have already returned to Germany.

US President Donald Trump announced on Sunday that the United States had asked Britain, Germany and France to recover more than 800 fighters in a group of preachers arrested in Syria to try them.

Trump said in a tweet via Twitter that US forces would have to release them if they refused to receive them, warning that this would be a bad option that would lead to the infiltration of these fighters into Europe.
