    The Basra provincial council threatened on Thursday to resort to the competent courts to obtain its rights from the petrodollar allocations, accusing the government of dealing with duplication of granting the province funds not from its entitlement and preventing Basra from its rights.
    "The central government is dealing on the basis of relations and favoritism," said Ali al-Faris, head of the council's oil and energy committee.
    He added that "there are funds from the petro dollars owed by the central government did not give it to Basra at a time granted funds to the region, although Kurdistan did not hand over its oil to Baghdad," adding that "Basra will resort to the competent courts to take full rights after the failure to address with Baghdad and did not get them."
    He explained that "a large duality and political favoritism dealt with Baghdad with the southern provinces in granting their rights in return for dealing with the Kurdistan region."
