    The Federal Integrity Commission demanded, on Monday, the speedy implementation of the real estate card project and the automation of the real estate registration files.
    The authority said in a statement received by "Al-Iqtisad News" that it demanded "to investigate the causes of the stoppage of the real estate mechanization project, despite the preparation of a study about it in 2011 by a foreign company specializing in this field, and determining the fate of the devices installed in the Real Estate Registration Directorate And the reasons for stopping, after conducting technical tests on the system, which showed its readiness to work, "stressing" the need to refer defaulters in accordance with the fundamental legal procedures to this body. "
    She pointed out that “the commission’s central team, its supporting teams, and the teams formed in directorates and investigation offices in Baghdad and the governorates, over a period of three months, surveyed the views of (11,000) thousand auditors in (44) departments in Baghdad and (14) governorates, through more than (120) ) A field visit to the real estate registration departments in them, he stressed the importance of unifying the detection committees in one committee that includes in its membership the departments (real estate registration, the Baghdad Municipality and the municipalities), to shorten the time and effort and spare the auditor from exposure to cases of blackmail or corruption, in addition to unifying the documented records of real estate behavior in all departments Real estate registration, after noticing that the work is carried out with two types of real estate management records, which are permanent records. This leads to confusion in the work and opens a door for manipulation through the transfer procedure by deleting and forgery. 
    The results of a questionnaire measuring perceptions of bribery in Baghdad and the governorates showed, according to the statement, “an increase in the rates (paying or taking bribes), as the general rate of bribery being paid in Baghdad departments is (31.77%), and the Real Estate Registration Department in Al-Bayaa recorded the highest rate of bribe payment. (44.2%), followed by Rusafa 2 - Al Bataween (41.6%), Al Karkh 1 - Mansour (41.4%), and Al Karkh 2 - Amiriya (40.1%), while the Real Estate Registration Department in Al Mada'in recorded the lowest percentage in Baghdad (10.6%) and in the governorates, the Real Estate Registration Department in Mosul - Left Coast recorded the highest percentage in measuring bribe payment, as (51.9%) of the surveyed reviewers confirmed the existence of bribery in the department, followed by the two real estate registration departments in Maysan And Diwaniyah and the percentage in them were (50.6% and 48.7%) respectively, while the Real Estate Registration Department in Muthanna - Rumaitha recorded the lowest percentage in measurement (0.6%), and Muthanna - Hatra (1,2%).     
    The authority indicated that “(18.33%) of the respondents in Baghdad confirmed that the employee delayed or obstructed their transactions, and the highest percentage was in the First Rusafa Department - Al-Khilani (38.4%), then the General Real Estate Registration Directorate by (31.94%). As for the lowest percentage, it was recorded in the first Kazimiyah district, and it was 8.1%, and it showed that a higher percentage of those indicating that the employee delayed or obstructed his transactions in the governorates was in Diwaniyah, reaching (70.7%), and Mosul - the left coast (55, 7%), then Maysan (46%), while the Real Estate Registration Department in Diyala - Al-Khalis recorded the lowest percentage among all governorates, at (4%), followed by Karbala - First (5.6%) and each of Karbala - Hussainiya and Mosul - the right coast By (5.9%). "
    In its statement, the authority emphasized “the necessity of intensifying inspection visits and conducting random checks of transactions by the administrative apparatus responsible for the real estate registration departments to ensure the integrity of the procedures implemented, as well as increasing the staffing of these departments and preventing the commentators from pursuing transactions within them, and amending the Significance Law No. (58) For the year 1987); to reduce the cases of fraud and forgery and the payment of bribes. "
