    "The budget deficit has reached 28 trillion dinars, and it is possible that after the changes that may occur during the consultations on the petro-dollar budget and the provincial shares and regional development, the deficit will exceed 30 trillion dinars," committee rapporteur Ahmed Al-Saffar said in a press interview.
    "Addressing the deficit begins through financial abundance, which is achieved from the difference between the planned price of $ 45 per barrel of oil and the official price at which a barrel of oil is sold of $ 64 per barrel, and from this difference the deficit is financed."
    He added that "there are no new loans. Rather, old loans are continuing, and external borrowing has been stopped," noting that "borrowing in the economy is not a bad process." On the financial allocations of the governorates from previous years that were returned to the treasury, he indicated that "the Council voted in Prior to the amendment of the Financial Management Law, resolving the red tape between the governorates and the Ministry, which led to the inability to disburse the financial allocations to the governorates and were returned to the state treasury, and the vote on amending the law dealt with red tape and gave additional powers to governors, and set a text on the possibility of rotating the allocations and transferring them to the year After that, provided that the project is continuing.
    Al-Saffar continued: “The differences over the budget were resolved between the regional government delegation and the federal government, and this agreement was translated into Article 11 of the budget,” indicating that “the Finance Committee voted on all budget articles, and by voting, the opposing voices and the supporting votes will be clear.”
    In addition, a member of the committee, Majda Al-Tamimi, announced that the general budget law is ready for voting. She is likely to vote on the budget law within the next two days. She stated, "We expect at any moment to set a session by the Presidency of the Council of Representatives to vote on the budget law."
    Al-Tamimi indicated that "the Parliamentary Finance Committee handed over the draft budget law to the Presidency of Parliament since mid-February, and since that date the budget has been ready for voting."
    The MP for the Saeron bloc indicated that "the bloc was present with the full number of its members in the House of Representatives to vote on the budget law last Sunday," indicating that "any political bloc or any deputy has the right to vote or not on some articles and paragraphs of the law according to their convictions."
    The House of Representatives failed to vote on the federal budget bill for 2021, due to the continuing disagreements over some items, and the budget allocations are estimated at 130 trillion Iraqi dinars (about $ 89.6 billion).
    In turn, committee member Muhammad al-Shabaki said: “The dialogues between political forces to resolve differences over the 2021 budget bill are ongoing and not stopped, but are currently being held outside the House of Representatives building, between all political forces.” And he continued: “We believe that the vote session on the budget is ongoing. It will be the end of this week, after resolving the differences during the dialogues currently taking place outside Parliament. "
    In the meantime, the deputy of the Al-Fateh Alliance, Thamer Theban, confirmed that "Article (11) in the budget related to the share of the Kurdistan region is almost settled and no longer has a deep disagreement like the previous one, and it is on its way to a solution."
