A new struggle between the political forces... the differences of the largest bloc impede the resolution of the parliamentary committees

Baghdad / Hussein Hatem
Representatives rule out resolving the parliamentary committees’ file during next week’s session, while stressing that “independents” are the most fortunate in the important committees’ quotas.
The House of Representatives has set Saturday, March 26, as a date for the House of Representatives session to elect the President of the Republic, and after choosing the President of the Republic, the file of the parliamentary committees will be resolved and the distribution of members and committee heads.
Parliament’s committees are divided into different oversight disciplines, including security and defense, integrity, finance, human rights, education, women, planning, provincial affairs, legal, and other disciplines that are supposed to play an oversight role over the government’s work.
Political circles and deputies expect that the Parliamentary Integrity Committee will be among the independents, and this comes amid political calls for the necessity of forming a real opposition front within the House of Representatives during the current session to assess the performance of the government that will be formed later.
Since the beginning of last February, the parliament's presidency has been working on forming committees, in an effort to continue the work of the parliament, and not be affected by the crisis of choosing the president of the republic and forming the new government.
In this regard, MP Jassem al-Moussawi said in an interview with (Al-Mada), that "several meetings took place during the past days between deputies of political blocs and independents in order to resolve the file of parliamentary committees."
Al-Moussawi, a member of the State of Law coalition, added that "criteria were defined for the competence of the deputy, who will be within the parliamentary committee, so that his work corresponds to his oversight role within the parliament."
He pointed out, "The lack of agreement on forming the new government has disrupted the distribution of committees more than once."
It is expected that “the committees’ file will not be resolved during next week’s session,” attributing the reason to “the lack of agreement on the form of the government and the largest bloc.”
Al-Moussawi added, "The file of the committees cannot be removed from the circle of the political custom that has been in force since the first parliament after 2003, and which some consider to be quotas."
Al-Moussawi went on to say, "Differences and inconsistencies lead us to the issue of the blocking third, and therefore the file of the position of the President of the Republic and the file of the parliamentary committees has not been resolved."
In turn, Representative Nissan Al-Zayer said in an interview with Al-Mada that "the issue of the parliamentary committees is supposed to be resolved during next Saturday's session, after completing the procedures for this file."
Al-Zayer, a member of the extension movement, added that "the majority of independent representatives have a desire to obtain the Integrity Committee."
And she added, "The speech of the Speaker of Parliament, Muhammad al-Halbousi, during the deliberative session, hinted at handing over the Parliamentary Integrity Committee to the independent representatives," noting that "the fortunes of the independents in the current session are more than the previous sessions."
As soon as the House of Representatives held its first deliberative session after boycotting the session to elect the new president of the republic, a number of independent representatives opened the file of distributing parliamentary committees to blocs, especially committees responsible for important files and aspects, whether in integrity or industrial and production sectors.
For his part, a member of the Kurdistan Democratic Party, Imad Baglan, said in an interview with (Al-Mada), that “the current parliamentary session witnessed many changes, unlike previous sessions,” noting that “the file of the parliamentary committees in previous sessions was resolved after the vote on the President of the Republic and the formation of the government, contrary to what It happened in the last two months.”
According to Baglan, "the fortunes of the independents in the parliamentary committees are the most fortunate."
Earlier, the House of Representatives announced the formation of 25 permanent committees during the new legislative session.
