The coordination framework formed a committee to determine the points that it can negotiate with the Sadrist movement and those that it cannot abandon. It also identified five steps that he will work on after the resumption of parliament sessions, starting with the formation of the government and ending with the dissolution of Parliament.

The Federal Supreme Court had decided on Wednesday (September 7, 2022) to reject the case for dissolving the Iraqi parliament, stressing that “the Constitution of the Republic of Iraq for the year 2005 has drawn up the constitutional mechanism for dissolving the House of Representatives in accordance with the provisions of Article (64/First) of it.”

The Federal Court’s decision to dismiss the case for dissolving parliament, which was brought by supporters of the Sadrist movement, restored the coordination framework to resume its efforts to convene parliament, which has been suspended since July 23, due to differences and tensions between the two Shiite fronts, and the framework, which became the largest bloc after the resignation of the 73 members of the Sadrist bloc, will determine its steps forthcoming in light of this decision.

A member of the Wisdom Movement, Ahmed Al-Issawi, told Rudaw Media Network that the coordination framework will meet to discuss the Federal Court's decision and determine its next steps.

    From and to Parliament

The coordinating framework says that it collected the signatures of 180 deputies to hold the parliament session, elect the president of the republic and assign the next prime minister, and his candidate for the post so far is Muhammad Shiaa al-Sudani, who is rejected by the Sadrist movement.

Ahmed Al-Issawi confirmed that the coordinating framework will resume its steps to hold the parliament session, after the Federal Court’s decision, and will work in successive steps in order to form the government, amend the election law, dissolve the current electoral commission, approve the 2022 budget, and in the last stage dissolve Parliament to hold early elections.

The dispute between the Sadrist movement and the coordination framework centers on the way to dissolve parliament, as the Sadrist movement demands its dissolution without forming a new government by the coordination framework, and for the current commission that supervised the October 2021 elections to hold early elections in accordance with the current election law.

    From one committee to another

The Iraqi political parties are looking forward to the outcome of the work of the technical team that was formed at the second meeting of the National Dialogue on September 5, 2022, to “maturate common visions and ideas” on amending the electoral law and holding early elections, which includes 11 members representing all parties, if they join. to the Sadrist movement.

A member of the Victory Alliance, Hassan al-Bahadli, explained to Rudaw Media Network that the coordination framework decided to form a committee to determine the points that it can negotiate with the Sadrist movement, and those that it cannot abandon.

He added that a decision has not yet been taken regarding the number of members of the committee, and the people it will include.

Earlier, the representative of the Kurdistan Islamic Union at the National Dialogue meeting, Jamal Cougar, told Rudaw Media Network, that 3 of the 11 members that make up the technical team will be from the coordination framework, indicating that dialogue with the Sadrist movement will be one of its tasks in the event that it is not The current accepts to join the team.

The political parties have not yet chosen their representatives in the technical team, which will also include two members of the Sadrist movement, and one member each of the Patriotic Union of Kurdistan, the Kurdistan Democratic Party, the independents, the Turkmen, and the Christians.

Ahmed Al-Issawi pointed out that the coordinating framework was waiting for the decision of the Federal Court before working on selecting its representatives in the technical team.

It is noteworthy that the second meeting of the National Dialogue renewed the Sadrist movement's invitation to participate in technical and political meetings, to discuss all contentious issues, and to reach solutions to them.
