    Representatives of political parties agreed on a draft work program for Parliament and the next government, which they reached after a series of meetings, and the start of a real dialogue with the Sadrist movement in the coming days.

    The last meeting of these parties was held on the night of September 12, 2022, with the participation of Ahmed Al-Asadi from the Coordination Framework, Muhammad Tamim from the Sovereignty Alliance, Muthanna Al-Samarrai from the Azm Alliance, two Rikani banks from the Kurdistan Democratic Party and Khaled Shwani from the Patriotic Union of Kurdistan.

    A member of the victory coalition affiliated with the coordination framework, Aqil Al-Rudaini, said on Tuesday (September 13, 2022), that the representatives of the political parties agreed during the meeting to start a real dialogue with the Sadrist movement in the coming days, with the aim of participating in the next government, stressing that the coordination framework refuses to marginalize any party.

    Al-Rudaini believed that the Kurdistan Democratic Party and the Sunni Sovereignty Alliance have a prerequisite, which is to hold early elections at the beginning of 2023, after the formation of the new government, a condition that is consistent with the initiative of the victory coalition, noting that the Kurdistan Democratic Party and the Alliance of Sovereignty agree with his coalition regarding amending the electoral law and the Electoral Commission before holding early elections.

    According to information obtained by Rudaw Media Network, the meeting held last night was a continuation of meetings held by the political parties, which completed part of their work regarding the draft, and are awaiting the outcome of the dialogue with the Sadrist movement, to agree on and sign it.

    In this context, Rudaw Media Network correspondent Helkot Aziz said that the committee to prepare a draft work program for Parliament and the next government meets twice a day, noting that there are projects that need to be approved by Parliament, such as the oil and gas bill and the budget bill, Most of the political forces, especially the Kurdish ones, have observations about them.

    The reasons for the delay in forming the Iraqi government

    The coordination framework’s adherence to the nomination of Muhammad Shia Al-Sudani for the position of prime minister constitutes an obstacle to the efforts to form a government, but a member of the victory coalition, Aqil Al-Rudaini, indicated the possibility of dialogue and agreement on another person to take over the position of prime minister instead of Al-Sudani.

    The statement issued by the meeting of President Masoud Barzani, Speaker of Parliament Muhammad al-Halbousi, and head of the Sovereignty Alliance Khamis al-Khanjar, on (September 11, 2022), stressed the importance of holding early elections, after preparing the legal requirements and their requirements in accordance with the constitutional mechanisms, preceded by the formation of a government with full authority. It enjoys the confidence and reassurance of all, with an agreed government program, emphasizing the need for the House of Representatives to continue its work until the election date.

    The position of the Kurdistan Democratic Party and the majority of Sunnis in Iraq can be read as a response to the request of the leader of the Sadrist movement, Muqtada al-Sadr, for their withdrawal from Parliament.

    Al-Sadr's Minister, Saleh al-Iraqi, had implicitly called, in a tweet on Thursday (September 8, 2022), the Kurds and Sunnis to withdraw from Parliament, saying, "Once they withdraw, Parliament will lose its legitimacy and will be dissolved directly."

    In addition to the differences between the Iraqi parties, the Kurdish parties, including the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, still have not reached a joint candidate for the post of President of the Republic, as the Kurdistan Democratic Party adheres to its candidate, Reber Ahmed, while the Patriotic Union of Kurdistan adheres to its candidate, Barham Salih.

    Kurdistan Democratic Party spokesman, Mahmoud Muhammad, stressed in a press conference on Monday (September 12, 2022), the need for the parties participating in the political process to reach a “realistic agreement” on the next steps.

    Regarding the possibility of reaching an agreement between the Patriotic Union of Kurdistan and the Kurdistan Democratic Party on a joint candidate, the spokesman said, that the dialogues are continuing and so far, “we do not have a joint candidate.”

    Earlier, a member of the leadership of the Patriotic Union of Kurdistan, Rabha Hamad, told Rudaw Media Network that the Kurdistan Democratic Party and the Patriotic Union of Kurdistan are close to agreeing on a candidate for the post of President of the Republic.
