    [rtl]The Gulf crises still carry a lot, at times the dispute rages, and at other times reconciliation is approaching, even if it is mathematical, and despite the fact that a breakthrough within the Gulf decision-makers comes in light of Arab fears of regional tensions that may topple most of the regions of the Middle East, especially after the events The continuous threats that the region witnessed, which these countries may ignore, and the Iraqi-Kuwaiti relations are an important part of it, and its future remains in a state of complexity and affected by the accumulations of the previous stage in the light of the existence and continuity of outstanding and ambiguous issues between them at the level of regional relations in the Middle East region,and depends on the nature of Dealing with the developments taking place at the local and regional levels after it has become historically rooted and enters into the cycle of hateful and aimless conflict, and the extent to which these developments are linked to the outstanding contentious issues between the two countries, which can only be talked about by addressing the possibilities of resolving these issues and the means that can be followed.To marginalize these issues in building future relations between the two countries, especially in light of the impact of the military and political presence of the United States of America in Iraq, which wants to restrict Iraq's emerging capabilities until it secures its strategic interests, whether in terms of direct presence or in terms of investments,which imposed a recless reality on the Iraqi arena, and of course it has extensions regarding Iraq's regional and international relations.

    These relations have faced remarkable tension for many decades, particularly since the end of the nineteenth century and the beginning of the twentieth century, and the years in it with external influences such as Britain and the United States of America, and witnessed matters more complex than Any disputes between other neighboring countries as a result of very complex internal and external factors.

    Tensions intensified after the establishment of the republican regime in Iraq in 1958 and the demise of the Hashemite monarchy in Iraq. The British intervention and the efforts of the League of Arab States at the time prevented this from being achieved, but the Iraqi claim to the State of Kuwait remained an obsession for the successful Iraqi political regimes leading to full support for the criminal regime of Saddam Hussein in the Iraqi war against the Islamic Republic of Iran, which occupied the State of Kuwait in 1990 in defiance The whole world ignited a new and very complex phase of the Kuwaiti-Iraqi disputes after the end of the Iran-Iraq war on 8/8 1988. Iraq's exit from the war, laden without exorbitant costs and economic and social problems,

    What further escalated the tension was Iraq's occupation of Kuwait in 1991, on the orders of the head of the Ba'athist regime, and the differences between the two countries over a wide range of issues that added a new complication to the previous contentious issues. Between the two countries, other problems arose between the two countries, the most important of which are the problems of border demarcation and joint oil fields. As well as the Iraqi financial compensation to the State of Kuwait for the occupation, in addition to the old problem represented by the Kuwaiti debt to Iraq during the war with Iran and finally the prisoners and missing persons as a result of the Iraqi occupation.

    These contentious issues accumulated without any attempt to find a solution until the United States of America occupied Iraq in 2003. Here, Kuwait took advantage of the weakness of the ruling authority in exploiting the relationship with the United States and its closeness to it to launch the Mubarak Al-Kabeer and controversial project on Bubiyan Island. Experts say that this port will lead to serious negative repercussions on Iraqi ports. The Iraqi coasts at the mouth of the Shatt al-Arab and on the corner of the Iraqi-Kuwaiti border, which is of increasing importance due to its location on the channel for the passage of commercial oil tanks to Iraqi ports,

    The crisis in Kuwaiti relations with the new Iraq came in 2011, with the State of Kuwait announcing its intention to build this port, in which Iraq saw a Kuwaiti attack on the sea lanes leading to Iraqi ports (knowing that the Kuwaiti coasts are 500 km , while the Iraqi coasts are no more than 50 km). Iraq officially requested the cessation of work on this port, which Iraq saw as closing any chance of an Iraqi sea port on the Gulf in the future, which raised many problems around it that reached the point of issuing Iraqi threats to the State of Kuwait, And a group of Iraqi representatives and some Iraqi officials took it upon themselves to wage the diplomatic war. And the media in an attempt to disrupt the project, but Kuwait announced its continuation of construction,

    Kuwait, whose crises are characterized by stagnation, is due to the availability of the regional environment that pushes this direction first, and the psychological factor and its impact on the system of making strategic action by Kuwait towards Iraq, to ​​realize the reality of the seriousness of this action and to preserve the geographical neighborhood, historical and civilizational ties, clan and tribal relations, and social bonds such as marriage, intermarriage, lineage and kinship For many decades throughout history, they cannot in any way, whether this government or that, keep the two countries in a state of political attraction, economic competition, border tension and financial dispute,and they must be aware of the dangerous and accelerating developments taking place in the Middle East and the Arab world with winds and external storms that may reach it and may carry with it surprises that do not exclude anyone from the existing political regimes in the region, And we must move in a steady direction towards more interdependence and cooperation at all political and economic levels and social security, and that the Gulf security is based on a set of challenges, including the challenge of stability in Iraq and its reflection on the effectiveness of its performance In the Kuwaiti-Iraqi relations, and there is an opportunity for the two countries to get rid of the historical legacy that polluted their relationship and look to the future with a view of optimism,Especially that the Arab region is in a state of labor and perhaps the democratic experience of Iraq It turns into an example that imposes itself, and from here there is a need to extrapolate the reality of relations with Iraq during the current stage by Kuwait and study it realistically preserves the interests of the two brotherly countries.
