New Kuwaiti-Iraqi relations
Published: Tuesday 18 August 2013
Kuwait Prime Minister visited Iraq last Wednesday on the Kuwaiti-Iraqi relations in General and ways of strengthening, and the visit comes within the framework of what might be called efforts to normalize relations between the two countries, culminating in the presence of the Emir of Kuwait Baghdad Summit in 2012, although attendance at this Summit at the leadership level has been limited. The importance of these visits due to the relations between Kuwait and Iraq have always been the focus of hotbeds of conflict Arabic-Arabic, and this is not only to Saddam who invaded Kuwait in 1990, with all the tragic consequences on the Arab system. This was the case in the era of the Republic after the Iraqi Revolution in 1958 and in the Covenant, so that the efforts to normalize relations between the two countries will be successful quantum leap for stability in the Gulf region in particular and the Arab system.
Resulted in a visit for the signing of the two governments six memoranda of understanding and agreements between the two countries, including a memorandum between the two institutes diplomats Kuwaiti and Iraqi, and understanding on an executive program regarding cultural relations, and the Convention on the environment, and the other in the field of higher education and scientific research, and a fifth in the field of air transport services and, finally, the Convention in the area of economic and technical cooperation, which is called the prime ministers of the two countries to confirm the start of a new phase in their relations, said Iraqi Foreign Minister Hoshyar Zebari said that what has been achieved is the culmination of joint work in the past ten years, and stressed that «since last year yet jumped relations leap common will of both sides. The Kuwaiti Prime Minister said the two countries were able to start a new phase in relations between the two during which transcended handle the heavy legacy of relations, and we were able to turn the page on the past to a wider relations in all fields. In this context, called al-Maliki Prime Minister of Iraq, businessmen and the Kuwaiti private sector to take advantage of the many investment opportunities available in Iraq, and called for a joint conference for businessmen from both countries to discuss opportunities for cooperation in this area.
Is this visit really launched a new phase exceeded the heavy legacy of the past? Indeed, this provision requires a pause careful objective to verify the validity of this statement, but I doubt that actually visiting Kuwaiti Prime Minister of Iraq and led him from the results represent an important step on the road to complete rid relations between the two deposits of the recent past, but they certainly did not close the file of these relationships, There are still a number of important outstanding issues in a file relations, Iraq - Kuwait, all central issues necessary to purify the relations in a final and stable deposits of the recent past, and choose from these three issues and border issues, compensation and Mubarak Al-Kabeer port. The settlement of the border has been between the two governments after the withdrawal of Iraqi forces from Kuwait in February 1991, despite the reservation of the Iraqi content as from the standpoint of the Iraqi deduct part of Iraqi territory in favor of Kuwait, and is committed to the Iraqi government so far this settlement, but that it had been an exchange of letters between the two sides indicate that the agreement has been the formation of a joint committee bilateral technical takes care of the maintenance of the border in the future. The problem then, is not in the formal aspect, but in the level of Iraqi political non-formal, and, for example, Iraqi political analyst Mustafa Hamza, said in an interview to «Alice» has confirmed that Kuwait has benefited in a settlement of internal political differences in Iraq to pass the settlement boundary, where The Iraqi parliament is divided against itself, hence the possible adoption of the Iraqi settlement despite reservations because they withheld part of Iraqi territory given to Kuwait also sees Iraq. The problem is that this view is not an individual opinion, but it is reflecting the Iraqi public opinion, or at least important sectors of it, may mean that the situation that the Iraqi position official towards this settlement may change over time if there are developments drastic situation in Iraq, which restores relations, Iraq - Kuwait's not God forbid, into a hotbed of conflicts - English again, and threaten stability in the Gulf region especially the Arab world in general.
Again these issues concerning compensation in the Iraq was roundly because invasion of Kuwait in 1990, is also popular and is not official, it is known that the United Nations had decided that Iraq pay 5 percent of the total oil revenues as reparations to Kuwait for damages suffered because of the Iraqi invasion of August 1990 to February 1991. Iraq has enrolled in the payment of such compensation, so leaving it-according to Iraqi Foreign Minister-only 11 billion dollars for the compensation fund, under which Kuwait recognized the validity of out Iraq from Chapter VII of the Charter of the United Nations, and so the remaining issues was transferred to the relations between the two countries as prisoners and Kuwaiti archives to chapter VI of the Charter, meaning they are bilateral issues, a popular Iraqi resentment of the reparations that Iraqi public opinion was apparently expected to drop Kuwait remainder After this development in relations between the two countries, says the head of one of Iraq's political blocs that most countries of the world debt dropped from Iraq not Kuwait.
The third and final issue relates to the Mubarak Al-Kabeer's port on the Gulf that Iraqis reject on the basis that it would lead to reduced a large part of their territorial waters, and it is known that Iraq's Gulf port was one of the main reasons invoked by the Iraqi leadership is in crisis in 1990, the Kuwaiti Foreign Minister said that Kuwait believes that the region needs more of these ports because of the population density in the region and various development programmes in Kuwait and Iraq, adding that the port is not Competitive but complementary. Note that this topic does not discuss during the visit and that no Iraqi official's comments in this respect, it means that this important issue still exists, and is a candidate for future tension in the relations between the two countries.
Nice to positive developments in the Kuwaiti-Iraqi relations after the severe crisis in 1990, the most important of these developments, the recent visit of the Prime Minister of Iraq and what it has achieved, but this should not divert our attention from the relations between the two countries was closed.
