He explained that "in our current era, we find most of the countries of the world working on the scholarship system in order to develop their competencies and rely on modern methodological foundations far from sagging and the classical mind in building the next stage." Within the field of expertise of the current political spectrum, and to fuse with society in order to build a solid scientific system that rebuilds the public facade of the country, jumps with intellectual and scientific awareness, and puts the car back on the track instead of continuing the method of general collapse.

He pointed out that “Iraq is going through today economic, financial, educational and health crises, and competencies are the best way to solve all the dilemmas facing Iraq at the present time, because they have great knowledge in understanding these problems and finding scientific solutions that can correct the paths.” He added, “I think that There is a political problem in Iraq related to the misunderstanding of the politician or the political elites of the importance and role of the competent elite in society. These competencies, regardless of their knowledge, are invested in order to provide service to Iraq and the citizen.
He explained that “scientific progress in Russia and America is the result of the two countries’ investment in the competencies of Germany after World War II, so how about Iraq, which possesses a huge amount of scientific competencies in all countries of the world and in the Gulf countries, and it is full of Iraqi professors who run the best and best universities, and even Arab and international hospitals.” It is full of Iraqi competencies.
Al-Hiti called on the concerned authorities to think seriously about the American and Russian experience, “and to draw a dividing line between politics on the one hand and academic, scientific and professional competence on the other hand, in addition to legislating the law for the return of talent, protecting them and benefiting from them, especially since Iraq also has a giant budget and a new prime minister who can to achieve a renaissance
