    Shafaq News/ Employees in many Iraqi ministries suffer from a lack of financial allocations, so that their salaries are unable to meet their needs and living requirements, calling for the enactment of a new salary scale law that is fair to employees and equal to all Iraqi ministries.  



    Dozens of Iraqi ministries' employees demonstrated, the day before yesterday, Monday, to demand an adjustment to the salary scale before approving the 2023 budget.
    Umm Muhammad, an employee of the education staff, from Babil Governorate, says, "We are lecturers. An appointment order was issued recently, and the salaries we receive do not exceed 400,000 dinars, and this is barely enough to cover transportation expenses, because our new appointment was in schools far from our area of ​​residence."
    Umm Muhammad confirms, during her interview with Shafaq News agency, that "prices in the local markets are constantly rising, and the current salary does not cover the requirements of life, so the government must take measures to adjust the salary scale in order for the employee to enjoy a decent life." 
    The so-called "Higher Coordinating Committee for Iraqi Employees" calls for amending the salary scale, noting that "recommendations in this regard were submitted last Thursday to the General Secretariat of the Council of Ministers, and they concern 5 million male and female employees throughout Iraq, and are awaiting a vote on them by the Council of Ministers." According to what a member of the "committee demanding amending the salary scale," Mustafa Al-Zorfi, stated to Shafaq News agency.
    Parliamentary endorsement 
    A member of the Parliamentary Legal Committee, Sajjad Salem, confirms that "the establishment of a new salary scale requires legislation, and if the government sends it to Parliament, the House of Representatives supports its legislation."
    Salem added to Shafaq News agency, "We are with a fair and just salary scale that addresses the lower grades, because the high rates of inflation led to the loss of the value of the employee's salary, and therefore the latter will not be able to meet his needs and living requirements."

    A member of the Finance Committee in the previous parliamentary session, Abd al-Hadi al-Saadawi, indicates that “the salary scale law is concerned with the ministries of finance and planning as well as the prime minister, and it is an overlapping file, as there are differences in the issue of job descriptions and salaries between all ministries, which excludes its passage this year.” ".
    Al-Saadawi explained, during his interview with Shafaq News Agency, "There is a committee formed in the Ministries of Finance and Planning to reduce allocations, transfer these amounts to nominal salaries, and raise the nominal salary of all ministries."
    Regarding the problem of job descriptions, he explains that "after 2003, many colleges were created, and this led to the absence of a clear job ladder regarding the job description for each employee, as it is noted that graduates of institutes and preparatory schools are equal to holders of bachelors or higher degrees in the job description, which requires a change in the description." In order for the employee to reach the first and second degrees, instead of keeping some specializations suspended within the job description up to the fourth degree.
    Proposal for salary balance
    Nabil Al-Marsoumi, an economist and professor of economics at the University of Basra, says, "If parliament and the government are really serious about preparing a new salary scale that achieves a kind of social justice among employees, then this can be achieved without adding new financial allocations to the general budget."
    Al-Marsoumi explained to Shafaq News agency, "This is by canceling the duplicate and double salaries that are paid to some groups of society for political reasons, as well as reducing the salaries and allowances of special grades and some categories of employees in higher grades, and using the financial surplus achieved to raise the salaries of the lower segments of employees to achieve a kind of balance in salaries.”
    He concluded by saying, "If the matter is otherwise, then this requires adding 11 trillion dinars to cover the costs of the new ladder, and the government and the Finance Committee must include it in the 2023 budget."
