    On Thursday, a political movement identified what it described as "black spots" in the country's electoral process.
    Deputy Secretary-General of the National Valiant Party, Nizar Al-Lahibi, said in an interview with (Baghdad Today), that: "One of the most important factors of change in Iraq is ensuring greater participation of all the country's factions in the electoral events on December 18," noting that "democracy is the option that Ensure fairness and justice for all.
    He added, "Setting the pace of the elections by limiting huge spending and exploiting state departments and ensuring that there is no pressure on the voters' opinions is what creates paths of reassurance and pushes voters in Diyala and the rest of the provinces to participate effectively," stressing that "those (black points) in the electoral process It affected the level of participation in previous sessions.
    He pointed out that "the provincial elections in Diyala and the rest of the provinces will carry surprises if they take place away from any pressure," stressing that people want change.
    The Council of Ministers, on December 18, was the date for holding the provincial elections for the year 2023, "in compliance with the ministerial platform adopted by the government, and approved by Parliament last October."
    It is noteworthy that these elections include 15 provinces out of 18, as there are three provinces within the Kurdistan region that are not included in the elections, although there are efforts to do so.
     These will be the first provincial council elections to take place in Iraq since April 2013, during which the lists of former Prime Minister Nuri al-Maliki topped the results. Prior to that, provincial council elections were held in 2009 only. 
     It was scheduled to take place in 2018, coinciding with the parliamentary elections at the time, but it was postponed more than once. 
    According to the Iraqi constitution, the provincial councils have wide powers, as they are not subject to the control or supervision of any ministry or entity not linked to a ministry, and they have wide administrative and financial powers.
