    Masoud Barzani's attempt to impose military control over Kirkuk Governorate failed at a time when he was trying to pre-empt the holding of the elections process scheduled to be held next December, in order to impose a fait accompli policy and ensure his access to local authority within the governorate, which faced an angry reaction from various popular and political circles.     A member of the Al-Fatah Alliance, Ayed Al-Hilali, told Al-Maalouma, “Barzani’s party worked to provoke the feelings of the people in Kirkuk Governorate, when it came with its forces to announce control of the headquarters of the joint operations in this governorate, to take over the reins of affairs in the city, as most of the people are in Kirkuk and even the Kurds were provoked by the Democratic Party’s behavior by seeking to control the governorate and the headquarters of operations, which generated an angry reaction to this act, especially since these practices did not come through a political agreement with other parties inside and outside this governorate.”  

    On the other hand, member of the coordination framework, Ali Al-Zubaidi, told Al-Ma’louma, “The Democratic Party is trying to impose its control over some of the lands of Kirkuk, in order to seize the oil fields located in its areas, as the regional authorities took control of some oil wells in Kirkuk during the period "ISIS is a terrorist organization and seeks to continue obtaining its wealth, despite its ownership of the federal government." 

    On the other hand, political analyst Sabah Al-Ukaili said during his talk to Al-Ma’louma that “the attempts to return Barzani, his political party, and the Peshmerga forces to Kirkuk were not preceded by any political agreements in this regard, especially with regard to Barzani’s attempt to return the Peshmerga to this province, as the aforementioned party is like the rest.” Political parties can be present in Kirkuk and practice their electoral political activity, but attempts to bring the Peshmerga into this province and control and dominate there require a political agreement.” Ended 25 n
