    In just two years, the dollar exchange rates rose at different rates, officially and unofficially, through the black market. When calculated from late 2020 until now, the real difference in the rise amounts to 25%, which led to damage to those who have obligations in the dollar.
    One of these obligations is the one who has foreign workers in his company, institutions, or even restaurants, and their salaries are paid in dollars.
    The average salary of a foreign worker in Iraq is 400 to 500 dollars, and while the ratio of the value of the dollar compared to the dinar has increased by 25%, the employer will have to pay an additional 100 dollars to the worker compared to what he was paying, that is, instead of buying 400 dollars for approximately 500 thousand dinars previously. He will have to buy it for 640 thousand dinars, meaning that the salary has increased by approximately 100 additional dollars.
    This raises the question of whether this difference in salaries, as a result of the rise in dollar prices, has led some business owners and companies to abandon foreign workers, and whether it may ultimately lead to hiring Iraqi workers in their place, leading to a decrease in unemployment.
    The Youth Committee in the Iraqi Parliament ruled out today, Monday (October 30, 2023), that the rise in the dollar exchange rates had led to any impact or change on the number of foreign workers in Iraq or its reduction.
    Committee member Amir Al-Maamouri told Baghdad Al-Youm, “The recent rise of the dollar and its instability for many months did not contribute to the decline in foreign labor compared to the increase in local labor, as foreign labor is still in control of most of the different labor duties in the private sector.”
    Al-Maamouri stated that “the increase in the unemployment rate in Iraq is due to the reliance mainly on foreign labor, especially since many of these labor workers work illegally and do not work without any official approvals or licenses. Therefore, monitoring procedures must be tightened, and the law must be applied in the correct manner and excluded.” Any foreign labor force working illegally may push the private sector to return and resort again to local labor force, and this will certainly reduce the unemployment rate.”
    While the number of unemployed people in Iraq is more than 4 million people, according to data from the Ministry of Planning, the number of foreign workers in Iraq is more than one million, and those officially registered do not exceed 200 thousand workers, meaning that 80% of foreign workers are unregistered and unofficial.
    This means that foreign workers are responsible for the unemployment of only 25% of the unemployed, meaning that they reserve a million job opportunities, compared to the presence of more than 4 million unemployed.
