    [size=45]The file of lagging projects is troubling the government of Muhammad Shiaa al-Sudani, which it considered among the basic priorities in its service program in light of the presence of more than 1,400 lagging projects, which prompted it to form specialized committees to supervise their completion within specific time frames.[/size]
    [size=45]On April 10, 2023, the Prime Minister, Muhammad Shiaa Al-Sudani, confirmed that the file of delayed projects falls within the government’s priorities, and while he stressed the rejection of any postponement or additional delay in completing the projects, he indicated that “one of the reasons for the delayed projects is the absence of serious follow-up to them.” Which caused it to take ten years to build a hospital,” (according to him).[/size]

    [size=45]The Ministry of Planning detailed the latest developments in the lagging projects in Iraq, and counted their number, while indicating the formation of two committees to address this file. The ministry’s spokesman, Abdul Zahra Al-Hindawi, said in an interview with (Al-Mada), “There are great efforts from the Ministry of Planning, with direct follow-up from the Prime Minister, to resolve the lagging project files in Iraq,” indicating that “the number of these projects was at the beginning of 2023.” “Approximately 1452 projects.”[/size]
    [size=45]He added: “Two committees were formed, the first headed by the Minister of Planning, Muhammad Ali Tamim, to address the issue of lagging projects and hospitals, and the second with the membership of the head of the Financial Supervision Bureau and the head of the Integrity Commission, which is specialized in dealing with other projects such as schools, sanitation, water, and infrastructure,” adding: “On Over the past months, there has been a lot of work to address this file.”[/size]

    [size=45]A spokesman for the Ministry of Planning explains, “The number of projects decreased from 1,452 to less than 1,000 projects by the end of 2023, and work is still continuing,” pointing out that “2024 will be a decisive year for the file of lagging projects, and many of them will be completed, and all files will be addressed.” Al-Hindawi explains: “Projects that were not included during the current year 2024 will be completed in 2025 after their problems are addressed.” During the opening of the Minister of Planning, Muhammad Ali Tamim, a low-cost homes project in Hit district in Anbar Governorate, he stressed the government’s determination to address the problems of lagging projects in all governorates, which include hospital, water, sanitation, and school projects.[/size]

    [size=45]For his part, Deputy Chairman of the Parliamentary Services and Reconstruction Committee, Baqir Al-Saadi, presented another summary of the number of lagging projects in Iraq, and while specifying the completion rates during the current government, he indicated the date for resolving these projects. Al-Saadi mentioned in an interview with (Al-Mada), that “there are many projects that lagged during previous governments, and the completion rates in them amounted to only 30-35%, and work on them has been halted since the era of Nouri al-Maliki’s government,” indicating that his committee “took an inventory of all projects in Baghdad.” And the governorates, where there were more than 1,600 stalled projects.”[/size]
    [size=45]He points out, “There is a work program launched during the current government regarding these projects, with approximately 55% of these projects completed,” noting that “the government completed approximately 366 projects during 2023.”[/size]

    [size=45]The Deputy Chairman of the Services Committee continues, “The relevant ministries are continuing to complete other important projects such as the Baghdad-Mosul road, which was called (the Road of Death), in addition to the presence of other strategic projects that will be presented in the coming days.”[/size]
    [size=45]Al-Saadi states, “There is a lot of work that will be completed during the first three months of 2024, specifically on the Karkh and Rusafa sides in the capital, Baghdad,” stressing that “the Services Committee is responsible for accounting and monitoring all projects in all ministries and municipalities.”[/size]
    [size=45]The federal budget allocated about 47 trillion dinars to investment projects, while the Ministry of Planning confirms that the lagging projects need about 12 billion dollars (more than 16 trillion dinars) to complete them. The number of lagging companies in the service sectors is 100 companies, according to statistics from the Ministry of Construction, Housing and Public Municipalities at the beginning of this year. It is noteworthy that the Iraqi Parliament approved, on June 11, 2023, the draft federal budget law for the fiscal years 2023 - 2024 - 2025.[/size]
    [size=45]Budget revenues are estimated at 134 trillion and 552 billion dinars, while expenditures amount to 198 trillion and 910 billion dinars, including operating expenses amounting to 133 trillion and 221 billion dinars.[/size]
